CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, March 22, 2016, <br />at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br />Members Present: Mayor Sarah Strommen (arrived at 6:28 p.m.) <br />Councilmember Jill Johns <br />Councilmember Mark Kuzma <br />Acting Mayor Councilmember John LeTourneau <br />Councilmember Chris Riley <br />Councilmember Melody Shryock <br />Councilmember Kristine Williams <br />Also Present: <br />City Administrator Kurtis Ulrich <br />Finance Director Diana Lund <br />Fire Marshal/Interim Fire Chief Carey Schiferli <br />Police Chief Jeff Katers <br />Parks and Assistant Public Works Superintendent Mark Riverblood <br />Public Works Superintendent Grant Riemer <br />City Engineer Bruce Westby <br />City Planner Chris Anderson <br />Asst. City Administrator/Economic Development Manager Patrick Brama <br />1. CALL TO ORDER <br />Acting Mayor LeTourneau called the City Council Work Session to order at 5:37 p.m. <br />2. TOPICS FOR DISCUSSION <br />2.01: Amend City Funds Policy and Review of Respective Fund Balances <br />Finance Director Lund reviewed the staff report and asked for direction in regard to the landfill <br />account. <br />Councilmember Kuzma stated that he would be comfortable leaving the language as is. <br />Councilmember Riley stated that he did not see value in having the fund just to have the fund. <br />He noted that the general fund is as reserved as they believe it should be and the compensated <br />absences are accounted for. He stated that he would like to see the fund utilized rather than sit in <br />the bank account and believed it should be used for large one time purchases rather than covering <br />operating expenses, something that helps to cover capital expenditures and helps the City to <br />accomplish goals. <br />City Council Work Session / March 22, 2016 <br />Page 1 of 6 <br />
