4. EDA BUSINESS <br />4.01: Future Business Park Policy Discussion <br />Economic Dev. Mgr/Assistant City Administrator Brama presented the staff report. <br />Member Burandt wondered in regard to the available property, did that include all of the <br />Hageman property or were they still holding out on area where the school was intended to go. <br />Economic Dev. Mgr/Assistant City Administrator Brama stated they are still holding onto the <br />site where the school is located and plan on keeping it unless there is a use that meets their <br />visions, such as a private school campus. <br />Member Hardin asked on the twenty-five acres if there was any sewer stubbed in. <br />Economic Dev. Mgr/Assistant City Administrator Brama stated there were no stubs. <br />Chairperson Steffen asked what has not been completed yet in phase one. <br />Economic Dev. Mgr/Assistant City Administrator Brama stated as far as phase one, all they <br />would need to do ultimately is add the curb and gutter to the south side of the road and they <br />could be done. That is the lowest amount of improvements needed but on the flip side, if they do <br />get a school campus and retail on the north side then they could potentially need extra turn lanes <br />and an extra thru lane throughout phase one. There is a range of potential improvements and <br />they do not know at this time what the actual improvements will include. They are planning for <br />the higher end but it is conceivable they may end up backing away from those improvements. <br />Member Hardin asked if they were still interested in driving a school to the site and how would <br />that impact desirability of the business park adjacent to that. <br />Economic Dev. Mgr/Assistant City Administrator Brama stated the City Council and Planning <br />Commission did provide direction to have the property rezoned so the land use map today <br />includes zoning for public/quasi-public, which allows for a school. The land is guided for a <br />school and they have had lots of conversations with Hageman Holdings and they are in support <br />of a business park. <br />Member Skaff asked if the Anoka Hennepin School District would consider this property for <br />another school on that property. <br />City Administrator Ulrich stated the School District is forming a task force and will be looking at <br />all of the sites in Ramsey available but felt the border of Ramsey and Elk River would be the <br />optimal place for a new school. <br />There was discussion regarding businesses along railroad tracks. <br />Economic Development Authority/March 3, 2016 <br />Page 2 of 6 <br />
