BOX 11700 · TWIN CITY AIRPORT · MINNESOTA 55111 <br /> <br />PHONE (612) 726-1892 <br /> <br />August 8, 1989 <br /> <br />Mr. Jack Ippel, Chairman <br />Ramsey Airport Commission <br />16447 Jaspar Street, NW <br />Ramsey, MN 55303 <br /> <br />Dear Jack' <br /> <br />This letter is a follow-up to our previous correspondence and our conversation <br />of last week regarding the possibility of the Metropolitan Airports Commission <br />acquiring and operating Gateway North Industrial Airport. As I indicated <br />during our conversation, the Metropolitan Airports Commission presently has <br />requests from both the City of South Saint Paul and the City of Ramsey to <br />assume ownership and operation of Fleming Field and Gateway North Industrial <br />Airport respectively. <br /> <br />As you are also aware, the Metropolitan Council currently has a Regional <br />General Aviation System Study underway attempting to define the future roles <br />of each of the reliever airports within the metropolitan area. I would not <br />expect a firm response from the Metropolitan Airports Commission regarding the <br />potential for acquisition of either of these airports until the Metropolitan <br />Council has completed this Regional System Study. At that time, we hope to <br />have a better idea of the role that each of these airports is likely to play <br />in the regional system, and the feasibility of MAC assuming ownership of the <br />facilities. It is anticipated, under the current schedule, that the Council <br />will complete this work in late 1989 or early 1990. <br /> <br />During the period required by the Metropolitan Council to complete their <br />study, MAC staff intends to review both Fleming and Gateway North Industrial <br />Airports in terms of existing physical facilities, plans for future <br />development of the facilities, the impact of each airport on the surrounding <br />area, capital development costs associated with future development, and <br />operating-maintenance costs. Since the existing MAC reliever system is <br />currently operating at a deficit, the issue of operating-maintenance costs <br />will be a major factor in this evaluation.
