ilHakans°n
Anderson
AssoC, lnc.

Engineers, Surveyors &
Landscape Architects

MEMO

TO:

FROM:

DATE:

RE:

Jack Ippel, Chairman Airport Commission
M er land Otto/~
September 13, 1989

EID/Gateway Airport

FAA has completed their review and are approving a FONSI (Finding
of No Significant Impact). Will be issued out of District Office,
no need to go to regional office for concurrence.

They will type up a letter to Dave Hartley and to the Mayor
regarding finding. They'll probably have a clause "no financial
assistance until existing landfill ceases operations". "city will
be responsible for preventing future landfill within 5000 feet".

Talked with Glen at 'length regarding initia%ing the acquisition
program. By the time its completed and ready for construction,
landfill operations should be completed. Cannot have a delay or
float period where the City is not able to receive funds for
acquisition until after the landfill closes. Virtual certainty
that no federal funds would be allocated in FY1990 (starts October
1, 1989).

Regarding the pre-application for federal funds, may want to look
at FY1991 funding. We both agreed that MC, MAC, FAA, State and
City should meet regarding financial interest, willingness to
proceed with acquisition and assurance of financial assistance from
agencies. City can begin acquisition at any time with costs
subject to reimbursement following acquisition guidelines. With
GA airport coming out of discretionary apportionment, State has
about $3.2 million to work with each year from AIP.

cc: Dave Hartley, City Admin.

222 Monroe Street
Anoka, Minnesota 55303

2/427-5860
