They discussed when and where money's could be made available. It was stated that
we have done all that was asked and now it's up to the agencies. They stated that things take time
and suggested that Mefland Otto put together a staging as to when each could be acquired in steps.
Merland did so, and sent the letter to the Department of Transportation with copies to FAA
explaining what he thought would be the stepping stages to handle acquisitions. Chairman Ippel
showed the Commission a copy of the Concept Acquisition Map and explained the stages. The
letter Mr. Otto wrote is attached to the minutes as Attachment A.

Case #4; Update on Attorney General's Report:

A brief discussion ensued regarding the fact that there still hasn't been anything done on the
Attorney General's end.

Case #5: United Power Association:

Commissioner Barnes informed the Commission that he's had several calls about low flying
aircraft in the area. Upon checking, he found the planes belonged to the United Power Association
of Elk River and that they were conducting a legitimate inspection of the power lines.
Comtnissioner Barnes suggested that a letter should be sent to the UPA requesting them to let us
know (the Airport and the City or City Police Department) to let us know in advance when these
inspections are scheduled. This would allow us to reassure our residents that everything is
legitimate and that it's not just someone "horsing around". Commissioner Hanson also suggested
it should be put in the Ramsey Resident.

It was the consensus for the Commission that a letter be sent to UPA and that an article be put in
the Ramsey Resident.

Airport Commission/December 13, 1989
