the vacancy on the Airport Commission be advertised in the August issue of
the Ramsey Resident.

Case #2: Review Anoka Vo-Tech Status:

Commissioner Chapman stated that he did meet with Caroline Rosedahl,
Director of Aviation Programs at the Anoka Vo-Tech and it was suggested
that she be added to the Airport Commission meeting agenda mailing
list.

Commissioner Chapman stated that Ms~ Rosedahl has indicated that the Air
Dispatch Program has been financed and will begin this school year at the
Anoka Vo-Tech. She also indicated that as the aviation program grows, it
will attract students from all over the upper-midwest. The Anoka Tech is
looking for a clear indication from the City of Ramsey that they are
planning some positive improvements to the facilities at Gateway North
Airport. Ms. Rosedahl also noted the economic impact associated with
bringing in a couple of hundred extra students to the area; this could be
lost if students choose not to train at Gateway or if the State relocates
aviation programs to where there are better facilities.

Chairman Ippel noted that David I{artley's letter to Frank Benson, Chief,
Airports District Office, FAA, dated July 27, 1988 provides the positive
indication the Vo-Tech is looking for. Chairman Ippel volunteered to meet
with Ms. Rosedahl to bring her up-to-date on the airport issue.

Chairman Ippel stated that the Department of Transportation has allocated
$600,000 to fund an avionics program; the Education Department is in the
process of awarding a study to determine interest and needs in Minnesota
for non-baccalaureate aviation types of training.

Chairman Ippel stated that it is the State's intent to house a number of
aviation programs at one or two locations. Ken Patz, Coordinator with
Mn/DOT Department of Education, would like to see those programs housed at
Gateway North Industrial Airport/Anoka Vo-Tech. The Department of
Education is purchasing a $750,000 simulator and Gateway seems to be the
logical place for it. Gateway has the potential to be one of the top 3
aviation training facilities in the U.S. but there is concern with bringing
national attention to an unimproved airport.

Case #3: Update And Review Of Airport Status:

Chairman Ippel stated that the pre-application for federal funding should
be complete by mid-September.

Chairman Ippel stated that Mike Spielman, engineer with Mn/DOT, is working
on a 5 year funding request to FAA. Even though Ramsey's environmental
information document is not complete and the pre-application for federal
funding ha~ not bee sumitted, Mr. Spielman submitted a request for 4.7
million over the next two years for land acquisition. This indicates that
Gateway has a real role to place in the regional airport system.

Case_ #4; Update On Economic Impact Study For State Systems PI~:
Airport Commission/August 10, 1988
