Case ~: Discussion RegardinE Concerns Of The AVTI Aviation Pro_~ram:

Commissioner Chapman stated that Mr. Gerry Stuhr of the AVTI has asked him
to speak to the Airport Commission on his behalf to express some concerns
and hopes. Enrollment in aviation related programs has increased 190% from
1985 to 1988. Two additional programs are expected to be approved by the
State Board: Aircraft Traffic Dispatching and Aircraft Avionics. The
expanding program and enrollment will require the construction of
additional classrooms at Gateway North Industrial Airport. The school's
lease with the airport owners will also have to be renewed.

Commissioner Greenberg stated that if some means are not found to make the
airport a public facility, the airport will have to close; this will have
to be reflected in the lease.

Commissioner Barnes stated that Ken Fatz, Director of Education with the
Minnesota Department of Transportation/Aeronautics Division, has indicated
that the Department of Education will move the aviation program elsewhere
if there is no commitment that improvements will be made at Gateway
Airport. There is reluctance to bring national attention to an unimproved
airport in promoting the aviation program.

Motion by Chairman Ippel and seconded by Commissioner Emery to acknowledge
the AVTI's immediate need to expand it's aviation program; to recognize
the educational as well as financial benefits associated with the AVTI
Aviation Program and the Gateway North Industrial Airport; and to recommend
that City Council voice their support of the aviation program and their
commitment to improve Gateway North Industrial Airport.

Motion carried. Voting Yes: Chairman Ippel, Commissioners Chapman, Emery,
Greenberg, Barnes and Erickson. Voting No: None. Absent: Commissioners
Donovan and Oltmanns.

Case #1: Review Of Airport Status:

Chairman Ippel stated that a couple of months ago, this Commission
recommended that City Council execute the Environmental Information
Document, submit the pre-application for FAA funding and supply information
to Mn/DOT's Capital Improvements Program Document; these recommendations
are on the July 26 Council agenda.

Chairman Ippel stated that the City Attorney could find no concrete laws
relating to the finality imposed by the City Charter on the Airport Zoning
referendum. Council has sought the opinion of the Attorney General and
this should also be addressed at the July 26 Council meeting.

The Commission noted that there is an urgent need for a 'yes' or 'no'
commitment from the City with regards to improvements at Gateway North
Industrial Airport for the benefit of affected property owners, airport
property owners, the airport fixed base operator and the AVTI.

Case #2: Update On Metmopolitan Council And Financing:
Airport Commission/July 21, 1988
