Highway 10 and Armstrong Boulevard/CR 83 Interchange Construction Update <br />Construction of the Highway 10 and Armstrong Boulevard interchange project is scheduled to be <br />completed by the end of May. To complete the project on schedule, the following road closures <br />are required. <br />• The westbound Highway 10 on-ramp from Armstrong Boulevard/CR 83 is temporarily <br />closed to traffic until Friday, April 22"d <br />• The Llama Street access for eastbound Highway 10 permanently closed to traffic on <br />April 13th <br />• The median crossover from westbound Highway 10 to Traprock Street will permanently <br />close to traffic before the end of construction. <br />Council Update: Open House for Anoka Project. The primary purpose of the meeting is for <br />residents of Rivlyn Avenue to learn more about the specifics of the project. The feedback that Staff <br />is receiving from some residents is that they were unaware of the project from either community. <br />The reason it has elevated to an open house is the fact that the project requires a Zoning <br />Amendment for the City of Anoka. According to their team, their Comprehensive Plan is properly <br />aligned, but not the underlying Zoning District. They will be employing the use of a Planned Unit <br />Development in order to facilitate this project. <br />A primary concern of the residents we are receiving is about pedestrian connectivity. With said <br />lack of pedestrian connectivity, residents are concerned about trespassing through 6080 Highway <br />10 in Ramsey and/or pedestrians crossing Highway 10 or walking in the shoulder of Highway 10. <br />The secondary purpose of the meeting is to provide meaningful feedback to the Ramsey City <br />Council as we consider the Joint Powers Agreement. Said JPA allows or assists the Anoka parcel <br />to redevelop. Staff desires to better understand if the Ramsey City Council support the land use in <br />Anoka as we may be assisting in facilitating by providing sanitary sewer connection. Anoka will <br />likely move forward with the request even if we do not enter into the JPA, but it is a more cost <br />effective solution. <br />Anoka City Staff will be available to respond to questions from Ramsey residents about the project. <br />Anoka seems willing to consider certain amendments to the site plan to alleviate some of the <br />concerns raised by our residents. <br />The meeting is Thursday, April 21 at 5:00 p.m. in the Lake Itasca Room. This is a workshop, not <br />a joint meeting amongst the City Councils. Anoka requested the 21St based on their availability <br />and to allow the project to be on a public agenda (Planning Commission) first. The workshop is <br />open house style. We'll put a note in the upcoming Weekly Update. Their process is moving <br />quickly, and we are doing our best to plug in this process as soon as we can to give our residents <br />the opportunity to weigh-in before a final decision is made. <br />Residential property owners on Rivlyn Avenue were invited. We intend to notify Lano Equipment, <br />Diamond Auto, and Dahlheimer Beverage as well. <br />Ramsey Pet Clinic. Due to ongoing construction at the new Fire #2 facility, the Spring Pet Clinics <br />are going to be moved back to the Old Municipal Center located at 15153 Nowthen Blvd NW. <br />The first clinic will be held on Sunday, April 24th from 11:30am—1:30pm.
