The Commission reviewed w~itten comments received since the March 11, 1987 <br />public hearing regarding proposed airport zoning. <br /> <br />Mr. Merland Otto provided copies of his summary (Attachment I) of public <br />hearing comments and recommended changes to the draft zoning ordinance <br />resulting from those co~mments. Mr. Otto noted that he has directly <br />responded to each of the Written comments received. Mr. Otto stated that <br />the major concern seems tO be that the City did encourage building on one <br />side of the lot or the other in order to be able to subdivide in the event <br />sewer and water improvements are made; the opportunity to subdivide would <br />be lost. Mr. Otto stated ithat the concern is legitimate and Council should <br />either address it in the zoning ordinance or in a separate policy <br />statement. <br /> <br />Report On Meeting Held With The FAA: <br /> <br />Mr. Otto stated that he, Chairman Ippel, Larry Koshak and David Hartley met <br />with MN DoT and FAA on March 24 regarding contract approvals for the <br />environmental assessment. TWo points resulted from that meeting: 1) <br />certain items in the contract need clarification; 2) the Airport Layout <br />Plan has not yet been approved by FAA. It was agreed that there would be <br />contract clarification. There was a follow up meeting with FAA to review <br />the ALP and no substantial c~mments resulted from that meeting except that <br />FAA's boundaries for land eligible for AIP participation have been revised. <br />Mr. Otto stated that Ramsey may want to consider redrawing those boundaries <br />accordingly to provide greater option for acquiring additional property in <br />the future; ALP revisions cannot be completed until that decision is made. <br />Mr. Otto noted that some of the other proposed modifications to the ALP <br />are: 1) runway pavement width will be 75 feet rather than 60 feet; 2) <br />taxiway width will be 40 feet rather than 25 feet; 3) Design Group 2 <br />rather than Design Group 1 will be used for dimensional criteria; 4) <br />airport beacon will be relocated. <br /> <br />Case ~3.. Review Revised C~ntract For Environmental Assessment Stud_vi <br /> <br />Mr. Otto stated that there was a meeting with FAA to clarify three points <br />in the engineering contract for the environmental assessment study. That <br />discussion resulted in rewriting the contract. The major revision to the <br />contract was that a new selection process will be required for any of the <br />phases of the study not initiated within 3 years of contract approval. <br /> <br />COMMISSION INPUT <br /> <br />The Commission discussed the proposed revisions to the Airport Zoning <br />Ordinance andAIP eligibility boundaries as presented byMerlandotto. <br /> <br />Commission consensus was to recommend that the summary of revisions to the <br />Airport Zoning Ordinance prepared by Merland Otto and resulting from the <br />public hearing be approved. Further, that special consideration be given <br />to a policy regarding subdivision restrictions at the time of sewer and <br />water improvements.
