Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #16-04-065 <br />RESOLUTION OF SUPPORT FOR THE CITY OF RAMSEY'S GRANT APPLICATIONS FOR <br />THE FEDERAL TRANSPORTATION INVESTMENT GENERATING ECONOMIC RECOVERY <br />(TIGER) DISCRETIONARY GRANT FOR HIGHWAY 10 AND RAMSEY BOULEVARD <br />INTERSECTION GRADE SEPARATION <br />WHEREAS, in April 2013, MnDOT initiated the Highway 10 Access Planning Study over a seven <br />(7) mile corridor of U.S. Highway 10 between the Rum River in the City of Anoka and the westerly edge <br />of the City of Ramsey; and <br />WHEREAS, the intent of the study was to identify fiscally -responsible, high -benefit, incremental <br />improvements that will ultimately work toward the conversion of U.S. Highway 10 to freeway status; and <br />WHEREAS, MnDOT and its project partner, Anoka County, hired consulting engineer Bolton & <br />Menk, Inc. to complete the study; and <br />WHEREAS, improving safety and mobility on the U.S. Highway 10 corridor is one of the City of <br />Ramsey's highest priorities, and in April 2014, the City offered a letter of support in regard to Anoka <br />County's grant applications for the federal TIGER Discretionary Grant Program for both a capital <br />construction request and a planning request for two separate projects on particularly notorious sections of <br />U.S. Highway 10 in Anoka County; and <br />WHEREAS, in October 2014, the City of Ramsey adopted Resolution #14-10-204 in Support for <br />the Highway 10 Access Planning Study and clearly stated the City of Ramey's preference for full access, <br />grade -separated, inverted single -point interchanges on Highway 10 at Ramsey Boulevard; and <br />WHEREAS, in March 2016, the Ramsey City Council authorized Bolton & Menk, Inc. to evaluate <br />Highway 10 & Ramsey Boulevard intersection grade separation alternatives; and <br />WHEREAS, staff is requesting authorization to complete a TIGER grant application for the <br />proposed Ramsey Boulevard railroad underpass and preferred Highway 10 grade -separated interchange <br />improvements at Ramsey Boulevard. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. The City Council of the City of Ramsey hereby authorizes City staff to compete a TIGER grant <br />application for the proposed Ramsey Boulevard railroad underpass and preferred Highway 10 <br />grade -separated interchange improvements at Ramsey Boulevard. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />RESOLUTION #16-04-065 <br />Page 1 of 2 <br />
