Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #16-04-075 <br />RESOLUTION OF SUPPORT FOR THE CITY OF RAMSEY'S GRANT APPLICATION FOR <br />THE FOSTERING ADVANCEMENTS IN SHIPPING AND TRANSPORTATION FOR <br />THE LONG-TERM ACHIEVEMENT OF NATIONAL EFFICIENCIES (FASTLANE) <br />GRANT PROGRAM FOR THE RAMSEY BOULEVARD RAILROAD UNDERPASS IN <br />CONJUNCTION WITH THE HIGHWAY 10 AND RAMSEY BOULEVARD INTERSECTION <br />WHEREAS, in April 2013, the Minnesota Department of Transportation (MnDOT) initiated the <br />Highway 10 Access Planning Study over a seven (7) mile corridor of U.S. Highway 10 between the Rum <br />River in the City of Anoka and the westerly edge of the City of Ramsey; and <br />WHEREAS, the intent of the study was to identify fiscally -responsible, high -benefit, incremental <br />improvements that will ultimately work toward the conversion of U.S. Highway 10 to freeway status; and <br />WHEREAS, the Ramsey Boulevard railroad underpass was identified in this study as a high - <br />priority opportunity project; and <br />WHEREAS, the Ramsey Boulevard railroad underpass was identified by the State of Minnesota <br />as a high -priority rail safety project; and <br />WHEREAS, the Ramsey Boulevard railroad underpass project is a FASTLANE eligible project <br />that conforms to the established FASTLANE award criteria, and <br />WHEREAS, improving safety and mobility on the U.S. Highway 10 corridor is one of the City of <br />Ramsey's highest priorities; and <br />WHEREAS, in October 2014, the City of Ramsey adopted Resolution #14-10-204 in Support for <br />the Highway 10 Access Planning Study in support of the Ramsey Boulevard railroad underpass and a full <br />access, grade -separated, inverted single -point interchanges on Highway 10 at Ramsey Boulevard; and <br />WHEREAS, in March 2016, the Ramsey City Council authorized Bolton & Menk, Inc., consulting <br />engineers, to evaluate the cost and design for the Ramsey Boulevard railroad underpass and the Highway <br />10 & Ramsey Boulevard intersection grade separation alternatives; and <br />WHEREAS, staff is requesting Council authorization to complete a FASTLANE grant application <br />for the proposed Ramsey Boulevard railroad underpass and preferred Highway 10 grade -separated <br />interchange improvements at Ramsey Boulevard. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, <br />ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. The City Council of the City of Ramsey hereby authorizes City staff to compete a FASTLANE <br />grant application for the proposed Ramsey Boulevard railroad underpass and preferred Highway <br />10 grade -separated interchange improvements at Ramsey Boulevard. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />
