3. EXISTING CONDITIONS <br />3.1 Existing Streets <br />The existing right-of-way along the segment of Sunwood Drive that is proposed to receive mill <br />and overlay improvements with this project is 80 feet in width. <br />This segment of Sunwood Drive was originally constructed in 1996. The pavement section was <br />constructed with 31/2 inches of bituminous over 4 inches of aggregate base, and B618 concrete <br />curb and gutter was constructed along both sides of the street. Storm sewer exists along the <br />entire segment. The street is 30 feet wide between Sunfish Lake Boulevard and 145th Lane, and <br />40 feet wide from 145th Lane to the bridge. <br />City staff visually inspects each public street segment throughout the City, typically on an annual <br />basis, to determine the pavement condition. Staff uses the Pavement and Surface Evaluation <br />Rating (PASER) method to assign a numerical rating between 1 and 10 to each street segment. <br />Streets rated with a 1 are considered to have failed pavements in need of total reconstruction, <br />while streets rated as a 10 are considered to be in excellent condition requiring no improvements. <br />The segment of Sunwood Drive proposed to receive mill and overlay improvements in 2016 has <br />PASER ratings of 4 for the segment between Sunfish Lake Boulevard and 145th Lane, and 5 for <br />the segment from 145th Lane to the bridge, making it an excellent candidate for mill and overlay <br />improvements in 2016. A second overlay will likely be necessary in another 20 years or so. <br />Staff is proposing a full mill and overlay project based on the way the pavement is deteriorating. <br />The wear course is stripping away from the base course so staff proposes to mill the entire wear <br />course and replace it with a new wear course. This type of pavement deterioration, called <br />stripping, has become more and more common over the last decade or so and occurs on streets <br />that were constructed in the mid-1990's using mix design 2340 and then sealcoated after. Staff <br />does not believe there are any issues with the subgrade soils that will negatively impact the life <br />of the proposed improvements. Staff also does not believe groundwater will impact the proposed <br />improvements. <br />3.2 Watermain <br />Trunk watermain exists under this segment of Sunwood Drive and appears to be in good working <br />condition. <br />3.3 Sanitary Sewer <br />Sanitary sewer exists under portions of this segment of Sunwood Drive and appears to be in good <br />working condition. <br />3.4 Storm Sewer/Drainage <br />Storm sewer exists under this segment of Sunwood Drive and appears to be in good working <br />condition. <br />Feasibility Report <br />2016 Street Maintenance Program, Division B: Overlay Improvements <br />City of Ramsey Project No. 16-00 <br />Page 3 <br />
