Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #16-04-062 <br />RESOLUTION APPROVING AMENDED JOINT POWERS AGREEMENT WITH THE <br />CITY OF ANOKA FOR CONSTRUCTING AND MAINTAINING SANITARY SEWER <br />UTILITIES TO SERVE TWO CITY OF ANOKA PARCELS <br />WHEREAS, the City of Anoka studied options for extending public sanitary sewer and <br />water utilities to serve two parcels within the City of Anoka that border the City of Ramsey; and <br />WHEREAS, the City of Anoka determined it would be most cost-effective to serve the <br />parcels using public utility extensions proposed to be constructed in 2015 by the City of Ramsey <br />to serve the Ridgepoint residential development; and <br />WHEREAS, on January 27, 2015, the Ramsey City Council adopted a resolution <br />approving a Joint Powers Agreement with the City of Anoka to construct and maintain trunk <br />sanitary sewer and water utilities through the Ridgepoint residential development into the City of <br />Anoka to serve the two parcels; and <br />WHEREAS, on February 2, 2015, the Anoka City Council adopted a resolution <br />approving the same Joint Powers Agreement with the City of Ramsey; and <br />WHEREAS, the Ridgepoint residential development, including the extension of trunk <br />sanitary sewer and water utilities through the development to serve the two City of Anoka <br />parcels, was never constructed; and <br />WHEREAS, the City of Anoka reevaluated their options for extending public sanitary <br />sewer and water utilities to serve the two parcels within the City of Anoka that border the City <br />of Ramsey; and <br />WHEREAS, the City of Anoka has determined they can most cost-effectively serve their <br />two parcels with water by connecting to their water supply system north of Highway 10; and <br />WHEREAS, the City of Anoka has determined they can most cost-effectively serve their <br />two parcels with sanitary sewer by connecting to the City of Ramsey's sanitary sewer system <br />north of Highway 10; and <br />WHEREAS, the City of Anoka requests that the City of Ramsey adopt a Joint Powers <br />Agreement that defines the costs, rights, and responsibilities of both parties for constructing and <br />maintaining the proposed sanitary sewer services; and <br />WHEREAS, the City of Ramsey desires to work cooperatively with the City of Anoka to <br />allow the two parcels to be served with sanitary sewer utilities as cost-effectively as possible. <br />RESOLUTION #16-04-062 <br />Page 1 of 2 <br />
