CONCEPTS CONSIDERED <br />CONCEPTS CONSIDERED <br />A toolbox of potential improvement strategies was developed early in the concept development phase of study <br />as a means to guide MnDOT and Anoka County in considering a range of potential solutions. The toolbox provided <br />examples of lower -cost high -benefit improvements that have worked in other metropolitan regions. Multiple <br />improvement strategies were assembled for access management, reduced -conflict intersections and grade sep- <br />aration approaches. A copy of the Concept Improvement Toolbox is included in Appendix C. <br />Prior to developing specific concepts for each subarea, a high level screening process was used to limit concept <br />options to those that could actually improve capacity based on 2013 volumes. The Federal Highway Administra- <br />tion (FHWA), developed a tool called CAP-X that was used for this purpose. Based on turning movement volumes <br />and truck percentages, the tool ran a capacity analysis for multiple different at -grade, roundabout, and grade <br />separated intersection types. Different lane configurations were entered for each intersection type, and for this <br />purpose a compatible geometry with existing conditions was chosen. <br />For example, images of the Thurston Ave. evening rush hour analysis are included.
