Councilmember LeTourneau introduced the following resolution and moved for its adoption: RESOLUTION #16-03-048 A RESOLUTION APPROVING THE ISSUANCE OF A NON-TRADITIONAL ANIMAL LICENSE TO MAINTAIN RACING PIGEONS ON A RESIDENTIAL PROPERTY AND DECLARING TERMS OF SAME. WHEREAS, Moua Thao, hereinafter referred to as the "Licensee" has properly applied to the City of Ramsey (the "City") for a Non -Traditional Animal License to maintain racing pigeons on the property generally known as 15340 Jackal St NW and legally described as follows: Lot 8, Block 9, Whispering Pines Estates, Anoka County, Minnesota ("Subject Property") WHEREAS, the City Council met on March 22, 2016 to review the request for a Non -Traditional Animal License. NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. That a Non -Traditional Animal License (the "License") to maintain racing pigeons on the Subject Property is hereby granted to the Licensee. 2. That this License shall allow up to sixty (60) racing pigeons, including both the pairs and youngs, on the Subject Property. 3. That the Licensee shall complete the exterior finish of the pigeon coop in accordance the Zoning Permit Application, including the textured redwood grain pattern painted to match the color of the home on the Subject Property and a roof consisting of asphalt shingles, no later than April 30, 2016, weather permitting. 4. That the Licensee shall reposition the pigeon coop so that it is more centrally located on the Subject Property yet still in compliance with all applicable setbacks. 5. The Licensee shall be limited to flying the pigeons for no more than two (2) hours in the morning (between 6:00am and 10:00am) and two (2) hours in the afternoon (between 3:00pm and 7:00pm). 6. That the Licensee shall maintain the pigeon coop two (2) to three (3) times per week from April 1 through November 30 each year and as needed to ensure the general health and welfare of the pigeons from December 1 through March 31. 7. That the Licensee shall properly store and dispose of accumulated fecal matter at least twice per week from April 1 through November 30 each year and as needed from December 1 through March 31 to protect against public nuisances.
