Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br />RESOLUTION #16-03-048 <br />A RESOLUTION APPROVING THE ISSUANCE OF A NON-TRADITIONAL ANIMAL <br />LICENSE TO MAINTAIN RACING PIGEONS ON A RESIDENTIAL PROPERTY AND <br />DECLARING TERMS OF SAME. <br />WHEREAS, Moua Thao, hereinafter referred to as the "Licensee" has properly applied to <br />the City of Ramsey (the "City") for a Non -Traditional Animal License to maintain racing pigeons <br />on the property generally known as 15340 Jackal St NW and legally described as follows: <br />Lot 8, Block 9, Whispering Pines Estates, Anoka County, Minnesota <br />("Subject Property") <br />WHEREAS, the City Council met on March 22, 2016 to review the request for a <br />Non -Traditional Animal License. <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. That a Non -Traditional Animal License (the "License") to maintain racing pigeons on the <br />Subject Property is hereby granted to the Licensee. <br />2. That this License shall allow up to sixty (60) racing pigeons, including both the pairs and <br />youngs, on the Subject Property. <br />3. That the Licensee shall complete the exterior finish of the pigeon coop in accordance the <br />Zoning Permit Application, including the textured redwood grain pattern painted to match <br />the color of the home on the Subject Property and a roof consisting of asphalt shingles, <br />no later than April 30, 2016, weather permitting. <br />4. That the Licensee shall reposition the pigeon coop so that it is more centrally located on <br />the Subject Property yet still in compliance with all applicable setbacks. <br />5. The Licensee shall be limited to flying the pigeons for no more than two (2) hours in the <br />morning (between 6:00am and 10:00am) and two (2) hours in the afternoon (between <br />3:00pm and 7:00pm). <br />6. That the Licensee shall maintain the pigeon coop two (2) to three (3) times per week from <br />April 1 through November 30 each year and as needed to ensure the general health and <br />welfare of the pigeons from December 1 through March 31. <br />7. That the Licensee shall properly store and dispose of accumulated fecal matter at least <br />twice per week from April 1 through November 30 each year and as needed from December <br />1 through March 31 to protect against public nuisances. <br />
