<br /> <br />Councilmember Johns introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #16-04-065 <br /> <br />RESOLUTION OF SUPPORT FOR THE CITY OF RAMSEY’S GRANT APPLICATIONS <br />FOR THE FEDERAL TRANSPORTATION INVESTMENT GENERATING ECONOMIC <br />RECOVERY (TIGER) DISCRETIONARY GRANT FOR HIGHWAY 10 AND RAMSEY <br />BOULEVARD INTERSECTION GRADE SEPARATION <br /> <br /> WHEREAS <br />, in April 2013, MnDOT initiated the Highway 10 Access Planning Study over <br />a seven (7) mile corridor of U.S. Highway 10 between the Rum River in the City of Anoka and <br />the westerly edge of the City of Ramsey; and <br /> <br /> WHEREAS, <br />the intent of the study was to identify fiscally-responsible, high-benefit, <br />incremental improvements that will ultimately work toward the conversion of U.S. Highway 10 to <br />freeway status; and <br /> <br /> WHEREAS, <br />MnDOT and its project partner, Anoka County, hired consulting engineer <br />Bolton & Menk, Inc. to complete the study; and <br /> <br /> WHEREAS, <br />improving safety and mobility on the U.S. Highway 10 corridor is one of the <br />City of Ramsey’s highest priorities, and in April 2014, the City offered a letter of support in regard <br />to Anoka County’s grant applications for the federal TIGER Discretionary Grant Program for both <br />a capital construction request and a planning request for two separate projects on particularly <br />notorious sections of U.S. Highway 10 in Anoka County; and <br /> <br /> WHEREAS, <br />in October 2014, the City of Ramsey adopted Resolution #14-10-204 in <br />Support for the Highway 10 Access Planning Study and clearly stated the City of Ramey’s <br />preference for full access, grade-separated, inverted single-point interchanges on Highway 10 at <br />Ramsey Boulevard; and <br /> <br /> WHEREAS, <br />in March 2016, the Ramsey City Council authorized Bolton & Menk, Inc. to <br />evaluate Highway 10 & Ramsey Boulevard intersection grade separation alternatives; and <br /> <br /> WHEREAS <br />, staff is requesting authorization to complete a TIGER grant application for <br />the proposed Ramsey Boulevard railroad underpass and preferred Highway 10 grade-separated <br />interchange improvements at Ramsey Boulevard. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) The City Council of the City of Ramsey hereby authorizes City staff to compete a TIGER <br />grant application for the proposed Ramsey Boulevard railroad underpass and preferred <br />Highway 10 grade-separated interchange improvements at Ramsey Boulevard. <br /> <br /> <br />
