a very small area; there will be no noticeable change in contour <br />on the sides of the landfill. Another important aspect we are <br />adding is is the infiltration basin and it will collect any <br />surface water runoff from the site so that it will be contained <br />within that property. Part of the plans include removing and <br />replacing trees along property lines and the placement of fencing <br />around the site. We are also looking at outboard berms to deflect <br />noise upward. <br /> <br />Mr. Cook then referred to the South expansion area and stated that <br />the design would be identical to that of the North area. <br /> <br />Mr. Cook then presented an artist's rendering of proposed <br />improvements to the complete facility. <br /> <br />Mr. Cook then gave a slide presentation on modern landfill <br />technology. <br /> <br />Mr. Cook stated that the types of waste that would be accepted <br />at the landfill site would be municipal solid wate -- no toxic or <br />hazardous waste would be accepted at this site. The general plan <br />of operation includes a legal description of the site, areas <br />proposed for filling, current licenses and permits, proposed <br />modifications to the site we are requesting, operating requirements <br />are outlined, access, hours of operation and traffic flow patterns <br />and on site structures. <br /> <br />Mr. Cook stated that the operation plan deals with nuisance <br />conditions and how to handle them. Fences will be used for <br />litter control and closing the site on extremely windy days. <br />Materials will be selected to minimize dust generation and water <br />trucks will be used to control dust. Daily cover operations <br />control odor and vectors (flies and rats). A rat cannot live in <br />a major landfill site because of the methane gases. Rats come <br />from out of the collection vehicle. Accident prevention is <br />achieved through backup alarms and daily cover provides for <br />fire protection. <br /> <br />Mr. Cook stated the site is intended to be established and <br />maintained so ~hat it will not be detrimental or endanger the <br />public health,safety or general welfare. It is also intended <br />to have a monitoring program to make sure that this is occuring <br />throughout the life and after the site is closed. It is also <br />intended to be established with the current and future regulations <br />of various agencies and governmental units. We are looking at <br />designing every aspect of the landfill site so that it is not <br />unsightly. We are also looking at improving certain aspects of <br />the site with these developments. We are looking at developing <br />it in a way that it will be in harmony with the neighborhood. <br />We are looking at developing it so that it's end use will not <br />restrict enjoyment of other people in the area. We are looking <br />for orderly development compatible with surrounding area. <br />We are looking to provide water supply and sewage disposal to <br />the site and developing a total containment facility so we can <br />protect ground water resources. <br /> <br />Council/P & Z <br />Public Hearing <br /> Page 6 of 23 <br /> <br /> <br />
