Mr. Berres stated that regarding the proposed development to the <br />South, Mr. Bjorklund feels there will be no substantial impairment <br />of property values within that area. <br /> <br />Mr. Bjorklund replied that Mr. Berres' statement is correct. <br /> <br />Mr. Berres referred to the area to the North and stated that <br />Mr. Bjorklund's opinion is that he does not have a problem with <br />operating criteria, standards and specifications for operations <br />to prevent nuisance conditions in the proposed development, in <br />terms of it's impact on property values. Mr. Bjorklund does have <br />a problem with noise generated by equipment and if Waste Management <br />is able to mediate that noise to a noise level comparable to waste <br />collection equipment, Mr. Bjorklund's opinion is that the proposed <br />development to the South would not substantially diminish or <br />reduce property values in the South. <br /> <br />Mr. Bjorklund stated that Mr. Berres' previous statement is <br />correct except for the reference to 'waste collection equipment' <br />Some people might interpret regular 'waste collection~equipment' <br />as bulldozers and earth movers and those are the types of equipment <br />that have to be quieted. <br /> <br />Mr. Berres stated that Waste Management has made application for <br />a Conditional Use Permit and has complied with criteria for <br />approval. Waste Management welcomes any questions from Planning <br />Commission or City Council and respectfully requests that the <br />Conditional Use Permit be granted. <br /> <br />Mayor Gamec suggested that Council and Planning Commission ask <br />their questions at regular meetings and allow the citizens <br />chance for input tonight. <br /> <br />Mr. Allan Gebhardt, Vice President of Barr Engineering Company <br />of Minneapolis. Barr Engineering specializes in solid waste <br />management and ground water studies and have worked for Anoka <br />County since 1980 on a variety of solid waste management issues. <br />Mr. Gebhardt stated that in 1981 Barr Engineering prepared a <br />report to the County that recommended changes and improvements <br />to the ground water monitoring programs at the Anoka Landfill <br />as well as the other 3 landfills operating in the County. Bart <br />Engineering recommended additional wells and more extensive <br />testing on water samples. That data was collected in 1982, 1983 <br />and the early part of 1984. About 3 months ago, Barr Engineering <br />was asked by the County Board to again look at the water quality <br />monitoring data pursuant to reviewal and renewal of licenses <br />for each of the landfills in the County. Barr Engineering <br />submitted that report last Tuesday and Commissioner Haas, under <br />direction of Ramsey City Staff, requested that Barr Engineering <br />attend this public hearing to present the results of the review <br />of the ground water data at this landfill. Mr. Gebhardt stated <br />that Bart Engineering is attending this public hearing as a <br />consultant to the County and not as an advocate for or against <br />this proposed facility. <br /> <br />Mr. Gebhardt showed a slide depicting placement of monitoring <br />wells at the site.
