WORKSHOP MEETING <br /> <br />CITY OF RAMSEY <br />PLANNING & ZONING COMMISSION <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The City of Ramsey Planning & Zoning Commission held a workshop <br />meeting on November 20, 1979, at the Ramsey Municipal Center, <br />15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303 <br /> <br />Members Present: <br /> <br />Chairman Peterson <br />Benjamin Deemer <br />Ronald West <br /> <br />Also Present: City Adm. Schnelle <br /> Planning Consult. <br /> Dexter Marston <br /> <br />Members Absent: <br /> <br />Kathleen Schneider <br />Gerald Zimmerman <br />Art Dunn <br />John Hubbard <br /> <br />The workshop meeting convened at 6:50 P.M. <br /> <br />This workshop meeting primarily involved wrapping up loose ends <br />to subjects already presented and reviewed relative to the City's <br />Comprehensive Plan. <br /> <br />Mr. Marston commented regarding the Commission's question on how <br />"Land Uses" differed from actual "Zoning Uses". The distinction <br />is that zoning ordinances deal with the here and now but do nothing <br />in terms of trying to control growth or anything of that nature nor <br />does it deal with changing anything from what it is today. He <br />stated that the actual plan may differ from the zoning that exists and <br />that a let of things can be accomplished through a comprehensive <br />plan such as downzoning, irefer to his memorandum dated 11/16/79, <br />for a detailed report on "Downzoning". <br /> <br />ChaiPman Peterson questioned how commercial land would be changed <br />to multiple family dwelling purposes if it were developed with <br />commercial establishments today~ is there a timing element involved, <br />such as 50 years?. <br /> <br />Mr. Marston replied that a time frame doesn't have to be attached to <br />it, that the final decision on timing is up to the City. He said that <br />downzoning occurs most frequently when you have undeveloped land. The <br />City has to consider what it wants and needs and anticipates what it <br />will be and as the City develops, what will be needed. <br /> <br />A discussion was held regarding agricultural land and if there is <br />a need to classify it as such. <br /> <br />It was noted that the City has very little agricultural land <br />remaining that is undeveloped or used for that purpose. <br /> <br />WORKSHOP <br /> P ~ Z <br />1 / o/79 <br /> <br /> -~- <br /> <br /> <br />
