Ken Peterson said he feels sewer will stage development and that <br />there is a timing element involved regarding seWer availability. <br /> <br />Mr. Marston commented that the Commission still needs to go over <br />a Utilities Section in the Comp Plan report, that sewer and water needs <br />to be addressed in the overall comprehensive plan. <br /> <br />Existing zoning categorization was discussed, it was decided to <br />eliminate UMB-2 and just go with UMB and delete UC and Agriculture. <br /> <br />Mr. Martin was present and made some comments regarding the fact that <br />there is not much agricultural land remaining in the City. <br /> <br />Consensus was that there is about 160 acres of farm land at the <br />present time. <br /> <br />Administrator Schnelle said since he has been at Ramsey, all indications <br />he has been given are that they don't want multiple family housing, <br />apartments or 4-plexes, etc. <br /> <br />Deemer, West and Peterson said they could not see a hi-rise type <br />building but could see some nice apartments and townhouses. <br /> <br />Mr. Marston commented that people who would be living in multiple <br />family areas should get some assurances that there won't be commercial <br />development right next to them. <br /> <br />Discussion held on PUDs, where the two classes, multi-family and <br />commercial could be mixed. <br /> <br />Mr. Marston explained that in order to get Minnesota Housing and Finance <br />to subsidize multiple family dwellings, they have to be at least 18-20 <br />units. <br /> <br />Administrator Schnelle commented that he feels the Council will have <br />a problem approving of subsidized housing. <br /> <br />It was the consensus of the Commission to leave the RM classification <br />with 5-10 units/acre and~High Density to be 15-20 units/acre. <br /> <br />What to allow as an interim use in the High Density area was discussed. <br /> <br />Mr. Deemer reported that the restriction now is one acre until sewer <br />is available. <br /> <br />Mr. Marston said that someone could come in and develop the land for <br />2~ or 1 acre lots with single family residential housing in the High <br />Density area. He suggested that this area be zoned to a five acre <br />minimum, identify it on the map and stick to it, assuming sewer will <br />be available as stated in the Comprehensive Sewer Plan. <br /> <br />The UMB area will be rewritten to allow business in this area only <br />through PUDs. <br /> <br />WORKSHOP <br />11/20/79 <br /> <br /> <br />
