Chairman Peterson asked Street Superintendent Mevissen's opinion regarding <br />the service road along Highway 10. <br /> <br />Mevissen said he and Engineer Raatikka checked it out and that it could <br />start west of Kovar's but he questions if there is enough room for a <br />service road in the area of Sunfish Lake Boulevard especially when it is <br />signalized. <br /> <br />Discussion was held regarding laying pipes under the roads as they go in <br />for future services in the Industrial areas. <br /> <br />Administrator Schnelle suggested that casings or tubes be installed under <br />the roadways for future services. <br /> <br />Street Superintendent Mevissen reported that there is a ten-year plan <br />on upgrading, rebuilding, filling, etc., of existing roads. <br /> <br />A discussion was held on the possibility of the City oiling streets to <br />create paved surfaces and keep dust down versus blacktopping and it was <br />noted that this has been done in other cities for instance, Duluth. <br /> <br />Engineer Raatikka said that this procedure doesn't work out on sand <br />base, and that it would be almost as expensive as blacktopping. <br /> <br />Mr. Marston's billing for September/October was reviewed and discussed. <br />There are some questions as to exactly what is or has been done, for <br />instance in transportation, to accumulate to the amount of the expenditure <br />on the City's end. <br /> <br />Ben Deemer noted that he contacted the Metro Council and League regarding <br />their proposed method of classifying the Industrial area and he reviewed <br />the data which he presented on the Industrial classifications. He noted <br />that performance standards as shown under Item B may be a consideration <br />for use in our ordinance, which basically is adopting Minnesota PCA <br />standards. <br /> <br />Questions were raised as to how these standards would be enforced, and <br />A.
