Dexter Marston said the Cit~ may want to have a definition over and above <br />what they have on the map because it was done with infra-red photographin~ technique <br />during a dry year plus with the best information we have available now - <br />identify them and state that there are other areas which are not identified <br />but that could still be areas where people could have problems such as <br />water in their basements, etc. <br /> <br />Mr. Martin said that the wetland area cannot be used in calculating the land <br />area requirements of the lot size. He feels we have to be very careful <br />about this definition. <br /> <br />Mr. Marston said some communities allow for taking credit for that land <br />(where you have public utilities), and in some communities you are not <br />alllowed to take the credit. In places where they don't have public utilities <br />you can run into trouble with the septic system if the lot sizes are too small. <br /> <br />Art Dunn said the "flood plain" should be changed to read "flood way". <br /> <br />Considerable discussion held concerning the environmental permit. <br /> <br />Art Dunn said he feels that by going into the design and site plan review <br />and to ask for this pemmit also is too much. <br /> <br />Ron West stated that the cost to the homeowner for this permit application <br />process would be an additional 2 percent to the cost of the home. <br /> <br />Art Dunn questioned what the permit would do and what the end result would <br />be if it wasn't followed. <br /> <br />Ben Deemer asked how persons would be made aware of the permit. <br /> <br />Kathy Schneider said she felt that people should check out these things <br />themselves at the city level to see if their lots have any restrictions etc., <br />but agrees that the cost may be hard for people to bear. <br /> <br />Mr. Marston said the least amount would have to be provided for a single <br />family home. The bigger the development, the more they would have to provide for. <br />Single family homes would provide a survey showing trees, etc. There is a <br />distinction between smaller developments and the large scale developments. <br />Without the development permit you would not have a guideline to base standards <br />on the new developments. <br /> <br />Ben Deemer feels the rest of the ordinance would cover whatever standards are <br />necessary. <br /> <br />Art Dunn asked who would be reviewing this permit. <br /> <br />Attorney Goodrich replied that P & Z will review, however when the plat itself <br />is approved this will be covered at that time and single lots within the plat <br />will not have to come back to'P &Z. Single family homes can be approved by <br />the zoning officer. <br /> <br />Discussion was held on how people would be made aware that their lot is subject <br />to certain restrictions. <br /> <br /> -2- <br />P&Z <br />Special Meeting <br /> ~7/9/79 <br /> <br /> <br />
