Art Dunn stated that 167th is a controlled access road and that Mr. Looyen <br />should contact the County on obtaining access onto County Road 5. Also that <br />he could resubmit a revised sketch plan after having the land checked <br />for suitability of the soil~ for building sites. The soil is very poor on <br />this property, the Council Wants the road easement and he feels the best use <br />of this land would be a hobby farm based on the soils. <br /> <br />MOTION by Ben Deemer, seconded by Ron West that Mr. Looyen go to the City <br />Council with an Alternate A and Alternate B plan, and discuss the <br />matter with them for some other suggestions before proceeding with the <br />preliminary plat. <br /> <br />Motion carried. 4 - 1. Art Dunn was opposed because he thinks it should <br />be kept as one parcel due t° the soil conditions. <br /> <br />MR ALBERT SWEN, REGARDING A.~CESS FOR A LAND LOCKED PARCEL <br /> <br />Mr. Albert Swen, 8245 173rd ,Avenue N.W., appeared before the Commission stating <br />he owns two separate 40 acre parcels. The 40 acre parcel which Mr. Swen <br />lives on has road frontage oh County Road 63 and the other 40 acre parcel is <br />situated behind this 40 to the North. He wants to sell the landlocked 40 <br />acre parcel and is seeking information as to how he should proceed to obtain <br />access for the parcel. <br /> <br />P & Z Commission informed Mr. Swen that the parcel would have to have 300 <br />feet of frontage on a dedicated street or that he could possibly use the outlot <br />road on either the east or West side of the 40 acre parcel but that he would <br />have to contact the owner of the developments to work out an arrangement for <br />using the road and also investigate the suitablity as far as the soils, etc., <br />of bhilding the outlot road Ko standards. <br /> <br />The Commission suggested also that he split the property in half north <br />and south in some fashion so as to meet the 300 foot road frontage requirement. <br /> <br />COMMISSION INPUT <br /> <br />Chairman Peterson said that Dexter Marston wanted to know the Commission's <br />feelings on commercial zoning on the south side of Highway 10 east of the weigh <br />station. <br /> <br />Art Dunn said it should be the same as Riverside West, a strip of residential <br />along the river, the remain'lng land commercial. <br /> <br />Chairman Peterson said that a Finding of Fact is needed on in regard to 2~ <br />acre minimum lot sizes versus ten as the Metro Council suggested and that <br />Dexter Marston would like P & Z to indicate some of the needs and concerns <br />so that he can address some of this in the plan. <br /> <br />MOTION by Art Dunn and seconded by Gerald Zimmerman to adjourn. <br /> <br />Motion carried. 5 - 0 <br /> <br />Adjournment: 12:00 A.M. <br /> <br />Re spe ct fut-ly '~ubmit te d, <br /> <br /> ; -10- <br />Secretary Regul~.r Meeting P & Z <br /> £ t <br /> <br />7/2/79 <br /> <br /> <br />
