Administrator Schnelle said the future traffic control signal at possibly County Road 83 and Llama Street should be addressed by the developer and the State Highway Department. When the plat is built up the traffic could create a problem and a determination should be made as to the mesponsibility for the cost of obtaining the signalization. The developer is to obtain a letter from the State Highway Department in regard to this plat before preliminary approval. Ben Deemer and Ken Peterson indicated that they would like to see the short street on the West end of the plat omitted from the preliminary plat. Engineer Raatlkka said that urban streets should be constructed for this plat with an 80 foot right of w~y, an additional four feet should be paved surface for bikes and trails A discussion was held on the amount of setback from Highway 10. Art Dunn noted the existing trees in this area and indicated that they should be preserved as much as possible. Chairman Ken Peterson said that if this is developed as a PUD, especially being located in the critical river area, any~steps that can be taken to save the greatest amount of trees should be, even as far as increasing the density in certain areas in order to save the trees. Perhaps this plat could have special zoning districts. Ben Deemer said that some sort of classification between the rom of 'business could serve more as a buffer for residential, such as multiple dwelling units. Ron West said the developer would have to meet the Engineer's requirements, obtain a letter from the State Highway Departments obtain soils tests and topography, and obtain permission from the DNR to fill any lots before preliminary approval. Ron West said he is in favor of a PUD~ saving the natural beauty. Jeff Caine said the Park Commission asked for park land in this plat. A discussion was held on why the Park Commission asked for a park in this area when there are two other parks planned in this river corridor. Controlled access to the river for the use of the PUD residents was discussed. Jim Martin said this would increase the value of the lots a couple lots back from the river. Chairman Peterson said the developer should show a scenic easement to the top of the bank or bluff line and this would be one of the covenants of this plat pertaining to 'the lots along the river. Administrator Schnelle said a PUD development relieves a lot of pressures in the future because everything~is all planned and spelled out and eliminates a lot of problems in the development's staging. -8- Regular Meeting P & Z - 7/2/79
