Senate Bill 1533 al- <br />lows for "inclusionary zoning and ends a state ban on construction <br />excise taxes." On a local level, it would allow municipalities to require <br />builders to "set aside new multifamily [affordable housing] units. . .in <br />exchange for offering incentives such as tax waivers or permission to <br />build taller projects." "The mandates wouldn't apply to buildings with <br />fewer than 20 units. Cities and counties could also only require no more <br />than 20 percent of units be reserved as affordable. The bill "would con- <br />solidate county zoning decisions regarding confined animal feedlots." <br />Reportedly, the South Dakota Farmers Union opposes the measure. • <br />Source: WNAK; htto://wnax.com <br />VIRGINIA <br />The state Senate has passed a House of Delegates substitute to Senate <br />Bill 416, "the measure to regulate Airbnb." The bill, known as the <br />"Limited Residential Lodging Act" "allows people to rent out their pri- <br />mary residences or parts of them temporarily, through a hosting <br />platform." Reportedly, the House substitute to the bill "includes <br />language that requires `online hosting platforms' to register with the <br />Virginia Department of Taxation, and lets local governments create a <br />registry of rental properties 'to ensure basic public safety protections.'
