RAMSEY PARKWAY & SOUTH OF <br />146TH AVENUE NW <br />16-09: THE STATION PRELIMINARY PLAT <br />Community Development: Planning Division (Comprehensive Plan and Zoning Code) <br />Name: Eric Maass, Planning Consultant <br />Phone: (763) 270-3463 <br />Email: EMaassna.wsbeng.com <br />SUPPLEMENTAL MEMO — NET DENSITY <br />General: At its regularly scheduled meeting on April 7, 2016 the City of Ramsey Planning Commission reviewed a preliminary <br />plat for a development by D.R. Horton entitled "The Station". The Planning Commission voted to table that preliminary plat <br />application so that additional information could be gathered. The Planning Commission requested that additional information <br />be provided related to the following: <br />1. Was this parcel included in the Ramsey Town Center 2nd addition Preliminary Plat? Was it contemplated along with <br />the first two phases? This inquiry specifically is in regard to overall net density of the proposed preliminary plat in <br />addition to the first two approved and constructed phases. <br />Findings: Yes, the land included in the proposed preliminary plat "The Station" was included in the <br />former Ramsey Town Center 2nd Addition Plat as a portion of the area called out as "Outlot A". The <br />Ramsey Town Center 2nd Addition achieved a density of 12.1 units per acre. This density calculation <br />was achieved without including any land dedicated as public right of way (Peridot Street). <br />Based on the approved density for the Ramsey Town Center 2nd Addition (12 1 units per acre <br />without including ROW) and the proposed "The Station" Preliminary Plat density (15.78 units per <br />acre without including ROW) the total development achieves a net density of 13.94 units per acre. <br />The metropolitan council does require that net density include designated local public right-of-way. <br />This requirement is monitored through plat monitoring conducted by the metropolitan council. <br />However, to be consistent in past practice Staff has reviewed this plat and totaled net density <br />excluding area proposed to be local public right-of-way. Excluding local public right of way into net <br />density is common practice in many other communities, and while staff is not recommending <br />changing the policy at this time it will be considered during the upcoming Comprehensive Plan <br />update. <br />2. Density Calculation within the City of Ramsey. How was net density of original Ramsey Town Center 6th and Ramsey <br />Town Center 6th Revised calculated? (with or without right-of-way included in overall density.) <br />Findings: The previously developed Plat entitled Ramsey Town Center 6th and Ramsey Town Center <br />6th Revised were approved at a density of 13.71 units per acre. The developments consisted of 78 <br />units across 5.688 acres. This density calculation included area used for public right-of-way. <br />The currently proposed preliminary plat "The Station" is proposed at a density of 15.78 units per <br />acre. That calculation does not take into account property proposed to be used as public right of way. <br />The proposed development consists of 77 units across 4.88 acres. The 4.88 acreage calculation <br />removes the area proposed as public right-of-way which amounts to 0.81 acres. If property proposed <br />to be used as public right of way (0.81 acres) were included in the net density calculation the total <br />
