City of <br />RAMSEY <br />7550 Sunwood Drive NW • Ramsey, MN 55303 <br />City Hall: 763.427.1410 • Fax: 763.427.5543 <br />www.cityoframsey.com <br />March 30, 2016 <br />Re: Update on Proposed Andrie Street & 164th Lane Reconstruction Project <br />City of Ramsey Improvement Project #16-00, Division C <br />The purpose of this letter is to provide a brief update on the status of the above -referenced project. <br />Proposed Design <br />This project proposes to reconstruct Andrie Street and 164th Lane between Alpine Drive and Jarvis <br />Street. Proposed improvements include repaving with bituminous pavement, replacing existing <br />bituminous curb with concrete curb and gutter, and replacing existing storm sewer infrastructure <br />with a new storm sewer system to improve drainage. No sanitary sewer or City water <br />improvements are proposed with this project. <br />The design approved by the City Council was guided by extensive public input from residents of <br />Northfork. The proposed design widens both streets by 2-feet, adding 1-foot to each side of the <br />street. An 8' dedicated parking lane is also proposed along the north side of 164th Lane and the east <br />side of Andrie Street. Parking will be prohibited at all times on the other sides of these streets. The <br />elevations of both streets will remain essentially unchanged. <br />The original design proposed an on -road bike lane which was later removed based on public input. <br />However, the City's long-range trail plan still includes a proposed trail connection between Alpine <br />Drive and Jarvis Street along Andrie Street and164th Lane. Consequently, the City Council and the <br />Northfork Homeowners Association (NFHOA) discussed options for providing an alternative trail <br />connection through the Northfork development. The City is therefore working with the NFHOA to <br />secure an easement for future construction of a paved trail along the north edge of the development <br />to connect an existing paved trail to Jarvis Street. <br />Project Schedule <br />• October 29th, 2015; December 15th, 2015; January 6th, 2016 - Public information meetings <br />conducted with Northfork residents. <br />• January 26th, 2016 - Public Hearing conducted; plans and specifications ordered. <br />• April 12th, 2016 - City Council considers approving plans and specifications and authorizing <br />advertisement for bids. <br />• May 24th, 2016 - City Council considers awarding a contract for construction. Upon award, <br />construction would likely begin in early June and proceed through October 2016. <br />• October 1 lth, 2016 — City Council conducts an Assessment Hearing. <br />It is our mission to work together to responsibly grow our community, and to provide quality, cost-effective and efficient government <br />services. <br />
