P&Z-3-
4/2/79

Item 6. Walter Knackste~t
Mr. ~n~ckstedt was preseht to explain:that he has access to his propenty,
however, that it does not have frontage on a public street and he wants to use
a deeded access through ~is neighbors property for access. The Commission ad-
vised him that it would De to his benefit to request permission to construct a
street using the deeded easement, and also suggested he contact Mr. Brown with
the possiblity of selling him a portion of the property to alleviate his problem
of being landlocked. It was pointed out that even though he does have access
to the rear of the property from a city street, there would be problems with
services to the property.
Gerry Zimmerman arrived 10:30 p.m.
Item7. Hedstrom Electric - Request for Variance
Mr. Hedstrom was present ~equesting variances to allow him to build additions
onto existing buildings which presently do not meet the sideyard setback re-
quirments. It was pointed Qut that he would have to handle the drainage problem
and Mr. Hedstrom stated ~hat everyone elses property was draining onto his, and
this was the City's problem, not his. Mr. Goodrich suggested that he obtain
drainage easements, and Mr. Hedstrom s~ated that if it is going to get so in-
volved, he would just forget the building planned for the rear of the property,
and just add on to the present ones. Ken Peterson explained that he would have
to show a plan which provided adequate parking without using the area over
the present septic system. Ron West asked if he would be willing to handle the
drainage problem if variances were granted? Ken Peterson explained that this
would mean a plan that would meet with the Engineer's approval. Mr. Goodrich
stated that the ~ariances'would be considered by the Board of Adjustment.
The Commission recommended that Mr. Hedstrom revise his site plan to eliminate
parking over the septic area, to indicate an approved drainage plan, and
adequate parking area, and also recommended that the Board of Adjustment allow
variances if Mr. Hedstrom Would reduce the length of block building to be in
line with the other and deed enough footage to the City for a future extension
of Front Street. It was the consensus of the Commission that the Board of
Adjustment should conduct ~ public hearing on the request for variances, and
if it is their decision tolgrant them, that the variances be contingent on
final review by the Planning Commission of the drainage, parking, and screening
for the site. Also requested will be a variance for the setback requirement
on the new proposed storage building in the rear of property.

Items 8 & 9. Site Plan an~ Design Review and Lot size in commercial and Industrial.
Tabled du~ t~ lateness and items remaining on agenda.

Item lC. Vacancies on'Pla~nin9 and Zonin9
Due to Mr. Sortebe~g a~ce'p~'ing the vacant council seat, and Mr. Brad Bodles
intent to resign, Mr. Schnelle asked for a motion to allow them to advertise
the vacancies. Motion by Art Dunn, seconded by Ron West that the City advertise
for two weeks in the April 16 & 13th issues with a deadline of April l!8th to
apply and interviews on April 19th at 7:30 p.m. Motion carried 5-0.

Item 11. Klemish Sketch Plan
Mr. Ed Klemish was present with a sketch plan located north of Shady Lawn
Estates with less than 2.5. acre lot size. The consensus of the commission
was to deny the plat and advised Mr. Klemish that he could either go to the
Council, or proceed with a plat of 2.5 acre lots. Mr. Klemish stated that
he felt this was the best division of the parcel, and if required to have 2.5
acre lots, he would have to give money in lieu of park land adjacent to Trott
Brook. Mr. Klemish was informed that the sketch plan needs reviewal by the
Park Commission first, and in the event he revises the sketch he should plan
on still showing land for ded~ication to parks. The consensus of the commission
was that if by dedicating lapJd, the lot size of the lots adjacent to the brook
