Item #6 - Regarding;161st Ave, a solution between City, Engineer & developer be reached prior to approval. f.) Item #7 - That a vamlance be granted regarding soil borings as water table is greater than 6 feet below the surface, but that perc tests be completed prior to approval. g.) Items # 8 & 9 - As Park Commission has already given approval of land, that a variance be granted, as it has been determined that the dedicated land is exceptionally desireable. Motion carried 5-0 A1 Sorteberg abstained Case of Robert Brown - Land Locked Parcel This individual owns a parcel of land that is landlocked, which is prevent- ing him from constructing a home. Mr. Schnelle checked with the City Attorney, and there is nothing the City can do about this matter. Tierra Estates, Inc. - Proposed sketch plan: Along Armstrong between 161st & 167th A proposed sketch plan was~pmesented showing 200 acres with 49 2,5 acre minimum lots and 31 acres of park dedication along both sides of trott brook, and using existing ponds for drainage areas with drainage easements on all water ways. Ken Peterson explained that when talking with the Park Commission, they were concerned with access to the park land, and suggested that the preliminary indicate an area suitable fop parking off of the actual roadway. Ron West pointed out that this park land is part of the City's greenbelt area and overall trail system of the future, and also questioned whether the Highway Dept. had been con~acted yet since #83 has several blind spots which will have to be considered~ Discussion of responsibility for upgrading 161st was briefly discussed. Art Dunn stated that when the developers were figuring adequate area for sewers, slopes must be taken into consideration. The concensus of the Commission was for the developer to proceed with the preliminary for the March meeting. Roland Looyen- Sketch Pi~n~ Mr. Looyen was pmesent with a sketch plan for the corner of 167th & #5 and explained how he has already paid one park fee when he built his home. Mr. Clifton L. Morse was present and stated that he did not have any plans for the adjacent property Which he o~s~ (in the neap future) A1 Sorteberg stated that he would like to see soil borings since he is pretty sure there is an area if clay on the property, Ron West suggested Mr. Looyen obtain soils testing before going to any more expense with a preliminary ,
