Commissioner Van Scoy introduced the following resolution and moved for its adoption: <br />RESOLUTION #16-04-063 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0961 RELATING TO A REQUEST <br />FOR A VARIANCE TO CUL-DE-SAC LENGTH AS AN INTERIM SOLUTION <br />RELATED TO THE PLAT OF WOODLANDS 2ND ADDITION. <br />WHEREAS, U.S. Home Corporation, dba Lennar, hereinafter referred to as "Applicant", <br />properly applied to the City of Ramsey (the "City") for a variance to cul-de-sac length for <br />development of portions of the property legally described as follows: <br />Outlot C and Outlot A, Woodlands, Anoka County, Minnesota <br />(the "Subject Property") <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY OF RAMSEY PLANNING, as <br />follows: <br />1) That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 117-53 (Variances) of the Ramsey City Code on April 7, 2016, and that said <br />public hearing was properly advertised, and that the minutes of said public hearing are <br />hereby incorporated as a part of these findings by reference. <br />2) That the Subject Property is zoned R-1 Residential (MUSA) and the Applicant has made <br />proper application to the City to plat portions of the Subject Property into fifteen (15) single <br />family residential lots. <br />3) That Section 117-614 Subd. (c)(3) of City Code limits the length of a cul-de-sac to 600 <br />feet. <br />4) That the proposed plat of Woodlands 2nd Addition will result in the extension of 159th Ave <br />NW east to a length of approximately 1300 feet. <br />5) That based on the phasing of the Woodlands development, the mid -block termination of <br />159t" Ave is an interim condition that will be eliminated upon full build -out of the <br />Woodlands development. <br />6) That construction of the bulb of the cul-de-sac would not be required if a future phase of <br />Woodlands that eliminates the need for this variance commences within twelve (12) <br />months of recording of the Woodlands 2nd Addition Final Plat unless the Applicant receives <br />approval of an extension of time from City Council. <br />7) That. Fire, Engineering, and Public Works Staff have reviewed the request for an extended <br />cul-de-sac and finds it acceptable due to the interim nature of the need for the variance. <br />
