P & Z -2- 11 /6/78 Item4. Case of Jack Menkve d - Rezonin~ Request. Commission reviewed this:item in regards to the continuation of Industry Blvd, and best use of this property. The consensus of the Commission was to leave their recommendation in regards to the rezoning as is until it can be determined if there is a need for additional industrially zoned land. Motion by Ron West, seconded by Al Sorteberg to recommend to the City Council to proceed with their plan to continue Industrial Blvd. through to Puma Street, Motion carried 4-0. Motion by Ken Peterson, seconded by A1 Sorteberg to recommend to the City Council that they establish a Study Committee to examine~the amount of land al ready zoned industrial to deter~iine best use and if there may be a need to acquire additional land by rezoning. Motion carried 4-0. Item 5. Rezonin~ of Rural Service Area to Transitional Area. Kathy Schneider asked if the Metro Council had been questioned as to their feelings regarding any such change. Mr. Schnelle replied that the Metro Council had not been specifically asked about this matter. Valerie Bensen, 8506- 173rd N.W., Ramsey asked what was necessary to get the 10 acre lot size changed, and explained that it was impo~i.ng serious hardship on her. Ron West stated that the P & Z was presently working on making a recommendation to the Council, how- ever, there was a need to Obtain additional input prior to this recommendation. Consensus of the Commission to table this item pending further information from staff, and others such as Dexter Marston, Dick Sha, plus that we receive comment from the Metro Council. Also requested was a letter from She City Attorney stating the reasons for est'ablishing the 10 acre lot size rural area so it can be determined if these reasons are still applicable or valid. Item 6. Amend Section 170.019 of Zoning Ordinance. Motion by Kathy Schneider, Seconded by A1 Sorteberg to recommend to the City Council to hold a Public Hearing in regards to amending the zoning ordinance (~ection 170.019) to allow the P & Z Commission to conduct the Public Hearings on rezoning matters due to the fact that the P & Z Commission feels input from these Hearings are necessary to provide accurate findings of fact on rezoning issues.. Motion carried 4-0. Item 7. F~ontage. Roads forlHwy #10. Ron West stated that he was=concerned with affecting the liveihood of commercial and industrial businesses pmesently in Ramsey as well as future, and that this entire matter will require a thorough' study. Ken Peterson suggested that we hold a work meeting with st~ff and the Highway Dept. prior to public involvement. It was also discussed that an advisory committee be established consisting of representatives from staff, P & Z, Council, and::local business persons. It was the consensus of the Commission to have staff arrange for the work meeting for the first Monday in Decemberl. Item 8. Industrial/Commercial Design Review. The need for Design Review by P & Z was discussed, and Ron West pointed out that Cities with strict design requirements usuall.y have City services available to attract the people willing to invest in their property. It was pointed out that the standards used could prevent unattractive industrial parks from occurring. It was the consensus of the Commission that the committee involved in the study of industrial lands(item4) should also be involved in establishing criteria and standards that could be used~in amending the zoning ordinanceto allow.:for design approval by the P & Z Commission. Item. 9. Dental Clinic in uMB District. Dr.'s Anderson & Austin were ~resent along with Keith Graham to show the Com-
