Gerry Zi~merman stated that he wOUld. be in favor of having the front half of the pro~rty left undeveloped. T-t Was suggested that the actual structure be on the clay soils area to allowi~he saAd"area to b~ used for the septic system. Dr. Anderson explained that Helium Street will eventually connect with the adjacent property to allow better access to that area, and that he has filed for a permit from the State Hwy. Dept. Rezoning to be from R-1 to B-1. Motion by Art Dunn, seconded by Gerry Zimmerman to recommend to the City Council that based on the Engineer's report of August 17, 1978 with · the exception of #6 and the first sentence of #8, rezoning of this prop- erty be allowed and that a development contract between the City and property owners be drafted limiting the remaining undeveloped portion of parcel until services are available. Motion carried 4-0. The above motion was based on the follow facts: 1.) Only land in area adjacent to existing businesses suitable for this type of facility from soil and site characteristics. 2.) Due to being located in immediate area of an east-west street, facility will effectively service large number of residents. 3.) This type of activity would not devaluate adjacent neighborhoods, amd i. would be an asset to community, and would provide good base tax. 4.) Turn lane and continuation of Helium Street would help eliminate undesireable traffic patterns in this area. ~ ~ ~ 5.) this ~ype of facility would provide suitable buffer between busgness-' and residential. · Mr, Schnelle suggested that the Commission examine the possiblity of a special zonin.g area for remaining undeveloped corners in this area. Item 5' Informational It was noted that each Commission member received a copy of the zoning ordinance, and Mr. Schnelle asked that it be examined so that he could answer any questions the members may have. Motion by Gerry Zimmerman, seconded by Art Dunn to adjourn. Motion carried 4-0. Meeting adjourned 10:15 p.m.
