Mr. Kiel explained he learned of the parking lot plans from the business agent of the previous <br />owner of the land. <br />John Tersteeg, 6263 Rivlyn Avenue NW, stated the City of Ramsey will be responding with <br />emergency vehicles. There is no means of a sidewalk and nowhere for people from the treatment' <br />center to go. This could become an issue with Highway 10. <br />Mayor Strommen stated she appreciates that this is a difficult situation, and these comments will <br />be shared with the Anoka City Council. She asked Council if there were any changes or <br />suggestions to add to the response to the City of Anoka. <br />Councilmember Shryock stated she would like to expand the discussion on pedestrian <br />availability along Highway 10. She noted she sees a lot of people walking to and from the <br />current facility, and walking downtown. She questioned whether they will be able to go to <br />dinner, or get what they need in the new location. There will be a lot of people around Highway <br />10, which could exacerbate the issues along the highway in that area. <br />Councilmember Kuzma stated he would like to see some kind of screening or berms added on <br />the back of the townhomes to aid in privacy <br />Councilmember Riley stated there was language in the JPA to include a buffer of at least 6 feet <br />to screen from the residential area. He asked that the word "simply" be used less in the <br />document. He said he wanted to let the City of Anoka know that this affects Ramsey residents <br />more so than Anoka residents. He suggested using words such as "spirit of communication" and <br />"being a good citizen". He asked that language be included noting this project seems to be on <br />the fast track, and he would like to see it slow down and be done right. He noted that none of the <br />items he is suggesting would get in the way of the Anoka Council making their decision. He <br />would prefer the pace be slowed down. <br />Mayor Strommen suggested including information that the Council held a meeting and took <br />comments and letters regarding this issue, as context of why they are being added to the <br />information already being forwarded. She said the amount of time the residents of Ramsey had <br />to take in the information and weigh in on it was very short. <br />Councilmember Williams added that this Council suggested the City of Anoka take the <br />comments being forwarded seriously. <br />Mr. Kiel noted fencing and berming was discussed at the workshop. Also under discussion was <br />the question of whether sewer and water would be needed from the City of Ramsey. He said he <br />would like to see the area lit better with more street lights. He noted people may use Rivlyn <br />Trail and lights would be helpful there. <br />Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to forward the <br />response to the City of Anoka regarding the Site Plan for Riverplace Counseling. <br />City Council / April 26, 2016 <br />Page 7 of 13 <br />
