discussed changing the use of the funds in the Park Maintenance Fund to be used for all the <br />maintenance needs of the City. <br />Councilmember Riley understood the Parks Maintenance Fund would be used for more uses <br />across the City rather than creating a fund that would be for the same purpose. <br />Councilmember LeTourneau confirmed discussion was around a different use of the funds rather <br />than more funds. This will be a broader use of the money. <br />Mayor Strommen wanted to be sure the citizens understood what these funds would be used for. <br />Consensus was reached to amend the City Funds Ordinance, and the Excess Revenue Policy for <br />the Consent Agenda for the Council meeting of May 10. <br />2.02: Review 2016-2020 Capital Improvement Plan (CIP) <br />Finance Director Lund reviewed the staff report. <br />Mayor Strommen stated the Council plans to use this as a planning document. She expressed <br />concern that it may not be in the most useful format. She asked whether it might be helpful to <br />have a chart that shows what the projects are that the City has already committed to. That would <br />give an idea of the number and type of projects that would need periodic maintenance. From that, <br />information on new investments and projects could be discussed. <br />Councilmember Riley agreed this document should be able to help staff and council understand <br />what the current and future obligations are and help to look at new opportunities. <br />Councilmember Williams inquired how items get on the CIP. She said it sounds like they get on <br />the CIP in many ways and she wanted to understand who can put an item on the CIP: <br />Finance Director Lund said it starts with a planning process. What the City needs in the next <br />five years is the planning starting point. In terms of projects that will eventually come, there are <br />a few that have been place holders for quite some time. The maintenance and use of the <br />municipal buildings, and the potential community center have been place holders for a long time. <br />Those projects stay on the CIP so everyone is aware of them, and staff doesn't lose sight of them. <br />Some of the items that have been put out in the future planning turn out to be needs sooner than <br />originally thought. She noted a lot of the road projects for the next 5 years are included in this <br />plan. <br />Parks and Assistant Public Works Superintendent Riverblood explained the Parks and Recreation <br />Commission along with staff tried to forecast when improvements will be needed for community. <br />buildings for the CIP. Within parks andtrails, there is a balance to be reached between <br />recreational trails vs. ball parks vs. other trails.
