Councilmember Williams suggested creating a definition of what this CIP is should be <br />considered. There is recurring maintenance on this document, though that is captured in the <br />budget. She understood a CIP is for capital improvement, and not expenses. <br />Finance Director Lund agreed, and stated she would be removing the Maintenance category. <br />City Administrator Ulrich noted this item is on the Consent Agenda for the Council meeting that <br />will be held next. There is a public hearing scheduled for May 10. He asked to what extent the <br />Council wants to change it before approving it. <br />Finance Director Lund suggested removing this item from the Consent Agenda and reschedule <br />the public hearing so that the Council can consider a new, clean document before further <br />meetings. <br />The consensus of the Council was to remove this item from the Consent Agenda of the Council <br />meeting of April 26, 2016 and reschedule the public hearing for this item. <br />3. TOPICS FOR FUTURE DISCUSSION <br />3.01: Review Future Topics/ Calendar <br />Noted. <br />4. MAYOR / COUNCIL / STAFF INPUT <br />Councilmember Riley requested a change be made in allowing last minute changes at Council <br />meetings. He noted when there is a proposed letter and it has not been discussed prior, it is not <br />efficient to consider the letter from the dais. <br />Mayor Strommen explained in this case, she wanted to get a consensus on the concepts of the <br />letter. She said the literal edits could be done outside the meeting and directed to the author of <br />the letter. She noted the Council would prefer these types of letters and information be brought <br />into the Council's work session in the future. <br />Community Development Director Gladhill explained timing was a significant issue in this case. <br />Mayor Strommen stated there is a Mayors for Monarchs Program, which allows cities to engage <br />in the pollinate or collapse issue. She asked if the Council would like to hold a discussion at a" <br />future work session. <br />Councilmember Riley questioned if this is the right entity for that. He suggested engaging the <br />EPB, and Parks and Recreation boards as well. <br />Mayor Strommen explained she would like to have a discussion and determine if this is a large <br />issue, and determine which group should be in discussion. She asked to have this be added to a <br />City Council Work Session / April 26, 2016 <br />Page 5 of 6 <br />
