Riverdale Drive would need to be paid for if the grant funds are not received and the project does
not move forward by a certain date.
Councilmember LeTourneau asked and received confirmation that the City would need to pay
for the right-of-way needed for the Riverdale Drive project when that project moves forward if it
is not obtained through this method. He stated that therefore the City would be no worse off by
choosing this method.
Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to authorize staff
to pursue a Cost Share Agreement with Anoka County Parks and Metropolitan Council and other
funding entities for the Mississippi Skyway, and secure the right of way for Riverdale Drive
through a Master Plan Amendment to Mississippi West Regional Park.
Further discussion: Councilmember Riley reiterated the estimated cost of the project.
Councilmember LeTourneau stated that he would like to talk about funding partners and not the
estimated cost at this time.
Councilmember Williams stated that she would not support this being a priority above Highway
10.
Mayor Strommen stated that she wants to be clear that this would not be a priority higher than
Highway 10 and would instead run alongside that work as there would not be competition in
funding for the projects.
Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, and
Kuzma. Voting No: Councilmembers Riley and Williams. Absent: Councilmember Shryock.
8. MAYOR, COUNCIL AND STAFF INPUT
City Administrator Ulrich announced upcoming meetings and events.
Councilmember Kuzma stated that he will be at the Business Expo this weekend with the
Ramsey Foundation and will have a list of the bands that will be performing this summer.
9. ADJOURNMENT
Motion by Councilmember LeTourneau, seconded by Councilmember Kuzma, to adjourn the
meeting.
Motion carried.
The regular meeting of the City Council adjourned at 8:52 p.m.
Respectfully submitted,
City Council / April 12, 2016
