Scandinavian Construction Company <br /> <br />The Council reviewed a sketch plan submitted by Mr. Del Skiem and Timothy <br />Peterson. The Commission also reviewed a report on the sketch plan from <br />the City Engineer, Pete Raatikka. The Planning Commission held a general <br />discussion relative to the sketch plan and its road accesses and park <br />dedication. It was a concensus of the Planning Commission that the follow- <br />ing items would have to be included in a preliminary plat for further con- <br />sideration: <br /> <br />1) An easement for roadway purposes from Trapprock to the east for potential <br />future development along the north 33 feet of Lot 2 and the south 33 feet of <br />Lot 3 (The developer will meet with the owner from the property to the east <br />regarding this easement and potential future road access.) <br /> <br />2) The developer will provide street access from Trapprock westward to <br />Variolite. The developer will provide 40 feet from centerline on both <br />Variolite and 155th Avenue for future thoroughfare construction. <br /> <br />It was also agreed that the proposed five acre park site would be adequate <br />and represent a variance from the required 6.4 park dedication because of <br />the nature and location of the land. (Note - members of the Ramsey Park <br />Board were on hand during {his discussion of park plan although no formal <br />Park Board action was taken.) <br /> <br />Home Occupation Ordinance Review <br /> <br />Mr. Nereson explained to the Commission that the City Council had asked the <br />Planning Commission review of the home occupation ordinance. The questions <br />being raised are relative to the level of restrictions that should be imposed <br />on home occupations. The Commission reviewed samples of other city ordinances <br />and suggestions from the League of Minnesota Cities. The discussion was cen- <br />tered around how an ordina.nce could be drawn to protect neighborhood environ- <br />ments yet not be so restrictive as to infringe on personal property rights. <br />It was a concensus of the Planning and Zoning Commission that the ordinance <br />should contain a fairly clear definition of what a home occupation consists <br />of and that with the control of a conditional use, and public hearing process, <br />proper conditions can be placed on a case by case application for adequate <br />controls. <br /> <br />Meeting adjourned 10:25 p.m. <br /> <br /> <br />
