lour 1111.1siion: To work together to reiposibty grow our community, and to provide quality, coat -effective, and efficient government ierrlcas. <br />CC Regular Session 7. 2. <br />Meeting Date: 05/24/2016 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title: <br />Adopt Resolution #16-05-101 Approving Permanent Trail Easement Agreement on Outlot B, Northfork and Outlot <br />A, Northfork Trail Addition <br />Purpose/Background: <br />During the regular City Council meeting on January 26th, 2016, the City Council passed a motion accepting the <br />Feasibility Report and ordering Plans and Specifications for Improvement Project 16-00 Division C, using the <br />alternate 32-foot street width,and direct staff to formalize the easement agreement with the Northfork Homeowners <br />Association. Minutes from this meeting are attached, with this motion highlighted in yellow on page 10. Attached <br />is a copy of the easement agreement which has been reviewed and approved by the Northfork Homeowner's <br />Association (NFHOA), and was signed by NFHOA President William Kingston. <br />Council is requested to approve the attached easement agreement, granting the City the right to utilize the described <br />16-foot wide corridor to construct a paved trail connection through the north end of the Northfork development in <br />approximately the same alignment and at the same elevation of the existing foot path. See attached Figure 1 which <br />includes existing aerial images. The same figure without an aerial image is included as Exhibit B in the easement <br />agreement. <br />Notification: <br />No notification was required for this case. <br />Observations/Alternatives: <br />Observations: <br />As previously discussed by Council, a public trail connection is proposed along Andrie Street and 164th Lane per <br />the attached Master Park and Trail Plan. However, an alternate public trial connection through the corridor <br />identified in the attached easement agreement is a reasonable alternative option. <br />Alternatives: <br />Alternative #1 — Motion to adopt Resolution #16-05-101 approving Permanent Trail Easement Agreement on <br />Outlot B, Northfork and Outlot A, Northfork Trail Addition. <br />Alternative #2 — Motion to deny adoption of Resolution #16-05-101 at this time. <br />Funding Source: <br />Approving the attached easement agreement will require payment of One Dollar to the Northfork Homeowner's <br />Association. <br />
