June 30, 1977 <br />Planning Commission <br />Page 3 <br /> <br />have the legal description and it can be done. He commented that he doesn't know <br />how much better we can m~ke the map look. <br /> <br />Arthur Dunn, 15140 Yolite, wanted to know what considerations are being made for <br />the Rum River in thins newly zoned area. <br /> <br />Mr. Nereson explained that the City will be going to Public Hearings on the matter <br />as they are donducted by the DNR and will object to regulations on our area (as <br />they are not similar with non-sewered areas) and will ask for considerations for <br />our urban area. <br /> <br />Mr. Steffen said that DNR had to make the cutoff somewhere, and it was here. <br /> <br />Gilbert Menkveld, Box 447, Anoka, asked what R2 changed to R1 means. Mr. Goodrich <br />explained that it is zoned residential and was changed from two-family dwellings <br />to one-family dwellings. <br /> <br />Mr. Menkveld said that he has 80 acres, less 7 acres out of the SW corner, and <br />has a mobile home park on it. He said he would be willing to put it into one <br />mobile home per acre instead of four per acre as it is now if it would suit the <br />commission, but certainly would not want it changed to R-1. <br /> <br />Mr. Gamec asked why he preferred to put mobile homes on it instead of regular homes. <br />Mr. Menkveld said the he spent alot of money on it and he would like to leave it <br />as mobile homes. He said if you own land and plan it and spend $50,000 to $60,000 <br />on it, it is difficult to change. <br /> <br />Steve Schmitt, 173rd Avenue NW, asked if it is planned that there would be no further <br />commercial development except in the 1990 area, and if there was no possibility to <br />get commercial in around the existing commercial. <br /> <br />Tom Gamec said that the idea is to try to keep the commercial down near the lower <br />corner and keep the sewer line down in that area and not bring it into Ramsey any <br />further or sooner than necessary. He said that the one thing we always look at <br />when these new and different businesses request to come into Ramsey is the sewer <br />lines, so the basic idea is to keep it from getting into scattered developments. <br /> <br />Mr. Schmitt said that it does not seem that the Commission is allowing much flexi- <br />bility in the plan for those businesses that do not produce much sewage. Mr. <br />schmitt said he would like,to put in a branch bank, but is wondering if Planning <br />is going to close the area outside of the 1990 Urban area to any new business. <br /> <br />Mr. Gamec said that the idea right now is to develop that lower corner first. <br />said we are trying to do what is best for the City and still maintain the rural <br />atmosphere in Ramsey. <br /> <br />He <br /> <br />Mr. Menkveld wants to know what the problems are with one acre lots that they want <br />to go to 2-1/2 acres. Bernie Steffen said that it is fear that the soil will not <br />be able to maintain on-site septic tanks because the water underneath will become <br />polluted. Mr. Menkveld said that he has had one acre for quite awhile and no <br />polluted water yet. Mr. Steffen said that there is a chance, though. <br /> <br />Arthur Dunn made comment about the inspection and maintenance of septic systems not <br />being done until the City has the monies available. He said that once an ordinance <br />is passed, the City is required to honor it. Mr. Steffen explained that there are <br />two parts to the ordinance. The inspection of new construction will be undertaken <br />immediately with the passing of the ordinance. But because we are looking for grant <br /> <br /> <br />
