Ouy. <br /> <br />Mr. Neilson place~] a tape recorder on the table stating he was go- <br />ing to tape record the hearing and meeting. Mr. Neilson explained <br />in detail the Carter YaJf[ey P].at. He stated the owners of this <br />plat only want to plat six lots along the east border of this plat, <br />not put in any roads o~ their own but to use Germanium Street in <br />the BrookvJew Estates !/i~at~ and give money for parks. <br /> <br />Mr. Jim ~tarton o:[~ the ~%~tropolitan Council was present. He said he <br />was here to try to prese:cve the natural waterways as much as possi- <br />ble. The. flreen belt s~s'i:,em coincides with the waterways. Trott <br />Brook is C--l, which :~_s ~::; acres per lot. Mr. Neilson said he re- <br />alized our ordinance c a.'i.i~s for the entire plat to be in the prelim- <br />inary plat~ <br /> <br />Mrs. Sundeen: They feel 'that the $1,500 which has been tied up for <br />a long time because of the Carter Valley property should be re- <br />solved s<, this money ~o'~ld be released before this plat is ac- <br />cepted. <br /> <br />Mr. Reimann: He ask<~d bt~. Neilson if the Carter's planned on only <br />platting six lots if 'riley are going to propose ~ giving 7% of the <br />whole plat or just g:i. v ln~] money. He said the Planning and Zoning <br />Commission and the Tow.~ Board are trying to have plats developed <br />in an orderly manner~ Mz~ Neilson asked what the Township was go- <br />lng to ask as far as a ~!adication for parks. Mr. Neislon said the <br />developers would meetia~ the State requirements as far as chainging <br />the entrance on ~ighwaz No. ~7. Mr. Neilson read the minutes of <br />the August meeting, of which he had a copy with regard to the park <br />requests~ Mr. (lox inf~ed Mr. Neilson that this complete plat <br />has not teem discussed by t~e Town Board, that only the parks had <br />been discussed~ <br /> <br />Mr. Neiir~,on stated tha; the developers do not wish to use lots ~, <br />5~ 6, and 7 as park lo:.~.., He stated the developers said these were <br />the most valuab].e tots i~ the plat. Question was asked as to what <br />the deve~lopers plan on d~,ing to compensate the Township for the road <br />they are taking out of the present park south of this plat on 170th <br />Ave. N.W~ ['~r. NeJ.lson r;'i;ated they do not plan on compensating the <br />Township for- this road through our present park. He said the de- <br />velopers will not agre; to putting lots ~, 5, 6, and 7 in Block lO. <br />He said 'they might possibly agree to lots ~ and 5. Mr. Reimann said <br />that prior to this 'the Carters wanted to give us a swamp for a park. <br />There are 1~/+ acres in t]~e present plat. It was determined when <br />the firs;t sketch plan :ame in on this land that the road by the river <br />was not ::~.afe or suitable and would have to be moved. <br /> <br /> <br />
