PUBLIC HF~ING <br /> <br />RAMSEY TOWNSHIP ~LANNING AND ZONINGCOMMI$$ION <br /> <br />April 22, 1974 <br /> <br />The hearing was called to order at 8~00 p.m.. bythe Chairman, <br />Mr. Reimann. Present were Mr. Pittman, Mr. Sor~eberg, Mr. Bodle, <br />Ma-. Springer and Mrs. Guy. <br /> <br />Mr. Ralph Schuneman: Gave the recommendations from the horse <br />club to which he belongs. They though% la acres was. sufficient <br />for the minimum size. There should notbe more than 2 horses <br />to 1} acres. The horse operation should be conducted so that <br />it does not create a public nuisance. They'£eel the~proposed <br />ordinance is very reasonable. Before any horse..permit is issued, <br />it should be checked out by the horsemen.'scommittee. They sug- <br />gest an I.D. identification on the halter, however, all horses <br />do not wear hal~ers at all times, especiallywhen they are out <br />in the pasture because it can get caught on.something. They feel <br />the emphasis is on marmgement of the ~horses. ' <br /> <br />Mr. Reiamnn read ~he t~oposed horse ordinance to those present, <br />one section at a time~ asking if there were any suggestions or <br />changes. <br /> <br />Mr. James Ray, 152nd. Ave. N.W.: No more than.3 horses to an <br />acre. You cannot pasture a horse .on one acre. <br /> <br />John Sabobik: One acute per horse is goingtobring, in.too ~ny <br />horses. He thinks it should he over an acre. <br /> <br />Mr. Schuuemaa~ ~Mxi~mm of I or 2 horses, ~ acre per:horse. <br /> <br />Mr. Cox: We have to have a general plan. In order to keep hor- <br />ses we must have rule~ stringent enough topro~ectthe, people <br />who are living here. Some people can do:a good jobof one horse <br />on one acre and some can't do a good Job Wi~h~.one~horse on ten <br />acres. Most people wan~ to exercise theXrhorseson o~her people's <br />lots. We are'~rying to make a reasonable arrangement for every- <br />one to live with. There will be a.grandfather clause in here to <br />take care of those whc already have horses and stay by th <br />strictions. <br /> <br />Mr. John Sabobik: In the future there will.be 12,000 people here~ <br />Is that good? <br /> <br />Mr. Cox~ llt isn't fo~ me to say what ia going~o.happenout here. <br />People like ~he rural at~aosphere of Ramsey Township. We have put <br />forth a special effor~r to try to keep it ~hisway.. At the same <br />time ~here is another proposed pier'coming in._up on No. 83. There <br />are two more coming in on the Rum River andanother one up on High- <br />way No; 1~7~ <br /> <br />John Gavin: If they are going to have a:horse on one acre then <br />there will be too many horses on one acre lots. Could we force <br />developers to build on larger than one acre lo.ts? <br /> <br />We had a moratorium for six months and we had many public hearings <br />at which time these mat~ers were discussed. <br /> <br /> <br />
