PUBL.Iic ~i~L,~ARINC RAi~S ,2{- TOWNSHIP PLANNING a ZONING COMMISSION
April 5, 1973

1'he meetin.!~ was call. et to order at 8:00 p.m. by the Chairman,
Mr. Reir~an,a. Present wa, re Mr. Sorteberg, Mr. Russell, Mr. Pitt-
man, Mro l'~"~.rm, i'~iro Ba"stow, Mr. Anderson, Mrs. Guy, and the plan-
ner, Mr~ Tooker. Thi:~ is a continuation of the public hearing
held on this same zon,r~y, code on March 22, 1973. Mr. Reimann
stated if' ~.nyone wish~¢~t to ask questions or make any comments to
please stated, giv~~, th,,~ir name and address and to-be as brief as
possible a}~d still mai~e everything clear to the Commission as
there were many peopl~ i!';resent.

Mr. Bob iiqe~ry, 366~+ Ei,.sJgn Ave. No., New Hope. He asked if this
was a p]_at'[;ing ordina~,.c~ or a zoning ordinance we were discussing.
fie was tol~f it was a ',;or, ins ordinance.

Mr. Bird.sail of Voyag~ur Sales, Inc., 9535 Highway #10 N. W. He
bought pPo]~erty on Hi~ihway ~-10 adjacent to what he owned before
in order to extend hi.~; k:usiness. In the new zoning code this area
is zoned c~,-1. .!~e w'ou?d l_ike to see this remain commercial as it
is in. ouc .~resent zon~.n~ code. Elk River has their area along this
highway and the ra:i.l.r~,a,'_il track commercial up to his place.

Mr. Seth L~i~ndsey, (_~ol(ier} Valley. He owns the property right across
the highway from the ~'own Hallo He said he was in the process of
selling it~ Some of it is zoned residential and some of it is in
c-1 which rt~eans a hou:';e must have 5 acres with it. He said if it is
not left i~.. all resid(:ntial that it will cost him a great deal of
money and that this could be called confiscation. He would like to
have the zoning on this ~2roperty remain all residential. He said
more tha~t .'iust low la}d had been included .in the c-1 areas. He
said if we persisted ~n this approach that much of this land would
end up tax delinquent and that he did not feel this Township was
rich enough to ha'ye a g~-'eat deal of tax delinquent land. Also the
original o~,,,ner of suc} l_and cannot by law bid it in when tax delin-
quent la~d is sol(J~ }e said he had been keeping this land for a
long tim~,~ in the _}~ope ti!~at it could be sold in one piece.

Mr. Don (]as,"ter an~.~ Mr~. ~3yivia Carter, Anoka. He thinks 5 acres
is too lar~}e per hous{ :['or conservation areas. He said onlM the
very rich would be able to afford this. He says this is cutting
the ]_and o~rner's throat~ Much high land has been included in this
conservation area° Tk e map is small and when you put it against
the land il, adds up. He asked what kind of a tax base there would
be on th~.~. ¢:onservatior~. areas? Mrs. Carter asked what rights the
land own(,~r had if this ,.~oning was adopted? Mr. Cox replied that
in the -past, no parks k~ad been set aside for the land that was be-
ing plattec and the people who were going tolive there and that
if land developers were t~.c~ required to either provide parks or
money to b~,.y parks, t?:e?e would be no place for the people in such
developments for recreation. In the past developers have been
giving swamps in most ca,~es for parks. Along rivers and waterways
the state has set up ]aw:~ now whereby people who build there must
stay 100 feet back fromm ~he waterway. Mr. Carter said he could
