Community Development Director Gladhill encouraged the Commissioners to review House File <br />2497. He discussed the dwelling requirements in further detail with the Commission. <br /> <br />Commissioner Brauer discussed the sewage needs for these dwellings and noted gray water <br />needed to be taken away from the unit. <br /> <br />Commissioner Andrusko commented the original legislation for the State of Virginia required the <br />health care dwellings to meet all standard State building codes. He recommended that this also be <br />required in the State of Minnesota. <br /> <br />Community Development Director Gladhill explained that all structures over 200 square feet in <br />size must meet Minnesota State building codes. He then discussed the permit requirements that <br />would be necessary for the temporary health care dwellings in order to allow them to hook up to <br />electrical, water and sewer lines. <br /> <br />Commissioner Andrusko recommended that parking issues be addressed within the new code as <br />well as increased fire concerns. <br /> <br />Chairperson Levine questioned how the Planning Commission should proceed with this item. <br /> <br />Community Development Director Gladhill suggested the Commission make a motion <br />recommending the City Council support the League of Minnesota Cities findings. He then <br />reviewed the findings in further detail. <br /> <br />Commissioner Brauer found this initiative to be fascinating. He discussed the history of drop <br />homes. He wanted to see the proposed health care dwellings meet all Minnesota State building <br />codes. <br /> <br />Community Development Director Gladhill supported this recommendation. <br /> <br />Commissioner Andrusko discussed how the City currently addressed temporary structures versus <br />temporary family health care dwellings. He cautioned the City from getting involved in HIPA <br />information. He feared how the City would make a proper determination as to who should <br />receive a temporary dwelling and who should not. <br /> <br />Commissioner Nosan stated this was a very good point. <br /> <br />Community Development Director Gladhill suggested the State Enabling Statute also be <br />referenced within the motion. <br /> <br />Motion by Commissioner Andrusko, seconded by Commissioner Brauer, to recommend the City <br />Council support the League of Minnesota Cities findings regarding Temporary Family Health <br />Care Dwellings, expressing concern that the health care dwellings must meet Minnesota State <br />Building Codes, and noting House File 2497 conflicts with the intent of the State Enabling <br />Statute. <br /> <br />Planning Commission/March 3, 2016 <br />Page 7 of 8 <br /> <br />
