<br />8.That the Applicant also owns the adjacent parcel to the west and obtained a Conditional <br />Use Permit for motor vehicle sales on that parcel as well. <br /> <br /> <br />9.That the Applicant desires to expand surface parking to accommodate additional tenant <br />offices. <br /> <br /> <br />10.That the State of Minnesota requires all motor vehicle dealers to have at least five (5) <br />dedicated parking stalls, which is prompting the expansion of the parking lot. <br /> <br /> <br />11.That a Cross Access Easement is necessary to address the access connection between the <br />Subject Property and the adjacent parcel to the west. <br /> <br /> <br />12.That City Code Section 117-356 outlines the minimum commercial off-street parking <br />requirements. The required spaces are calculated by a combination of: one (1) space for <br />each 300 square feet of office space, one (1) stall for each fulltime employee, three (3) <br />stalls for each enclosed bay, and one (1) stall for each ten (10) motor vehicles displayed on <br />the Subject Property. <br /> <br /> <br />13.That the Applicant has agreed to stripe all parking stalls required by City Code and each <br />stall shall comply with the dimensional standards outlined in City Code Section 117- <br />356(c). <br /> <br /> <br />14.That City Code Section 117-115 (e) (14) states that open and outdoor service, sales, display <br />or rental shall be fenced or screened from view of abutting residential districts. <br /> <br /> <br />15.That screening shall be provided along the south edge of the parking lot and/or <br />corresponding portion of the southern property boundary. <br /> <br /> <br />16.That the Applicant is proposing to install ten (10) additional evergreen trees along the <br />southern lot line, in addition to the existing tree cover, for screening purposes. <br /> <br /> <br />17.That the proposed use will not be unduly dangerous or otherwise detrimental to persons <br />residing or working in the vicinity of the use or to the public welfare. <br /> <br /> <br />18.That the proposed use will not substantially adversely impair the use, enjoyment, or market <br />value of any surrounding property. <br /> <br /> <br />19.That the proposed use will not be hazardous or disturbing to existing neighboring uses. <br /> <br /> <br />20.That the proposed use will be served adequately by public facilities and services such as <br />highways and streets. <br /> <br /> <br />21.That the proposed use will not create excessive additional requirements at public cost for <br />public facilities and services <br /> <br /> <br />22.That the proposed use will not be detrimental to the economic welfare of the community. <br />RESOLUTION #16-05-094 <br />Page 2 of 3 <br /> <br />
