CC Regular Session 4. 8. <br />Meeting Date: 06/14/2016 <br />By: Chris Anderson, Community <br />Development <br />Information <br />Title <br />Adopt Resolution #16-06-109 Granting Final Plat Approval of Knoll Properties; Case of Anderson Dahlen (Project <br />No. 16-06) <br />Purpose/Background: <br />The City has received an application from Anderson Dahlen (the "Applicant") for Sketch Plan and Final Plat for <br />Knoll Properties (the "Plat"), which proposes to combine two (2) parcels, Outlot A and Lot 1, Block 1, A.E.C. <br />Energy Park Fourth Addition (together, the "Subject Property"), into one buildable lot. The purpose of the Plat is to <br />accommodate a future expansion of the Anderson Dahlen building. <br />Notification: <br />Staff attempted to notify all Property Owners within a 700 foot radius of the Properties of the Public Hearing via <br />Standard US Mail. The Public Hearing was also published in the City's official newsletter, the Anoka County Union <br />Herald. <br />Observations/Alternatives: <br />The result of the Plat will be one (1) parcel that is 12.97 acres in size that meets all dimensional standards of the <br />E-2 Employment District. The parcel will now have frontage along both Sunwood Drive (current access to the <br />business) as well as 143rd Ave. It appears that a future building expansion as a result of this plat would be able to <br />comply with setback standards outlined in City Code. More detailed information on grading, drainage, landscaping <br />etc. plans would be reviewed at the time of Site Plan application for any future building expansion. <br />Staff is exploring the potential of including three (3) outlots, each owned by the City, with this Plat to be dedicated <br />as public road right-of-way. These outlots currently contain 143rd Ave. Staff sees this as an opportunity to 'clean up' <br />this matter by dedicating the land within the three (3) City -owned outlots as right-of-way and is continuing <br />discussions with the Applicant on this matter. <br />Alternatives <br />Alternative 1: Adopt Resolution #16-06-109 granting final plat approval for Knoll Properties, contingent upon <br />compliance with the Staff Review Letter dated June 10, 2016. The Plat meets all minimum standards and creates an <br />opportunity for a local business to expand in the future. Staff supports this alternative. <br />Alternative 2: Do not approve the final plat. The Plat complies with all dimensional standards and would help <br />facilitate a future expansion for a local business. As long as the requested revisions in the Staff Review Letter are <br />made, there is no reason to deny the Plat. <br />Funding Source: <br />The Applicant is responsible for all costs associated with this request. <br />Recommendation: <br />
