City Engineer Westby noted he sent a discussion item out by email to the Board Members earlier in the day regarding a limited use permit. He asked for feedback from the Board Members. The item involves TH 47. The attachment in the packet shows the trail sections in red, and some are in the right-of-way of MnDOT. MnDOT would like the City to adopt this limited use permit. He explained MnDOT is protecting their costs from further costs and liabilities. There is no imminent financial impact. He noted this is a standard permit. Councilmember Johns asked if there are any State roads where this could come up again. City Engineer Westby said it is not likely. He added this item will be brought to the Council at their next meeting so that the public has access to the information. Motion by Councilmember Johns, seconded by Councilmember Shryock, to recommend that this item be advanced to the Council meeting agenda. Motion carried. Voting Yes: Chairperson Riley, Councilmembers Johns and Shryock. Voting No: None. 6.03: Project Updates Public Works Superintendent Riemer gave the following updates: Watermain flushing should be complete this week. Two hydrants have been added, one on 150th Lane and the other at water tower # 1 Several roads have been selected for spray patching and that is why you will see areas painted on the streets across the city. Two of the larger areas are Riverdale Dr between Feldspar St and Tungsten St. and the area south of Sunwood Dr and west of CR 5. Quotes from the patching contractors are expected next week. Also the staff is soliciting quotes for street light bulb replacement at the intersection of CR 5/Hwy 47 and also at Sunwood Dr/ Hwy 47. LED lighting will be used, because of its increased longevity and energy cost savings. Parks and Assistant Public Works Superintendent Riverblood gave the following updates: There is a lot of field work to do before the athletic season begins, staff has been focusing on the ballfields at Central and Alpine Parks. Some of the drinking fountains have been turned on, and there have been issues. Staff is working to repair them. It is likely the Farmer's Market will be moved farther away from the concert on Thursday nights to the location of Center Street. While the growers and vendors continue to have increased sales from increased attendance, there is also a fair amount of traffic and congestion, which becomes a deterrent. He will talk with the apartment contractors about traffic on Thursday nights. A chainsaw training for staff will take place on April 28.
