CC Regular Session 7. 2. <br />Meeting Date: 06/14/2016 <br />By: Chris Anderson, Community <br />Development <br />Information <br />Title <br />Adopt Resolutions #16-06-115 and #16-06-116 Granting Approval of the Final Plat and Development Agreement <br />for Woodlands 3rd Addition; Case of Lennar Corporation <br />Purpose/Background: <br />The City has received an Application for Final Plat Approval for a thirty (30) lot, single family development. This <br />proposed Final Plat is a continuation of the Woodlands Development. <br />Notification: <br />Notifications are not required for review of a final plat. <br />Observations/Alternatives: <br />The Applicant is requesting Final Plat approval for thirty (30) single family residential lots (combined with <br />Woodlands 1st and 2nd Additions, this accounts for seventy-one [71] of the eighty-five [85] lots in the approved <br />Preliminary Plat). The proposal is generally consistent with the previous Preliminary Plat approvals for Sweetbay <br />Ridge (2005) and Woodlands (2014), and generally meets all requirements of the R-1 (MUSA) Zoning District, <br />with only minor modifications as outlined in the Staff Review letter dated June 10, 2016. <br />While required for other additions of this development, the proposed lots comprising of Woodlands 3rd Addition do <br />not border any R-1 (Rural Developing) properties. As such, no density transitioning is required for this final plat. <br />However, a Tree Inventory and Preservation Plan was submitted and approved as part of the review of the <br />Preliminary Plat. The protected trees occur in the rear of Lots 1-5, Block 2 and are noted in the plan set provided by <br />the Applicant. Tree save fencing will be required to be installed prior to commencement of any earthwork and shall <br />remain in place throughout the duration of the project. <br />The Applicant is proposing six (6) foot wide sidewalks on one side of each public street, which is consistent with <br />the existing sidewalks located within the Woodlands development and meets the City's design standards. <br />Alternative 1. Approve Resolutions #16-06-115 and #16-06-116 granting Final Plat approval of Woodlands 3rd <br />Addition and approving the Development Agreement subject to review and approval as to legal form by the City <br />Attorney as well as review by the City Engineer regarding the cost estimates for the Stage I surety and contingent <br />upon compliance with the Staff Review Letter dated June 10, 2016. The Final Plat is consistent with the approved <br />Preliminary Plat and there are no major discrepancies unresolved. Staff supports this alternative. <br />Alternative 2. Do not approve the Final Plat and Development Agreement. The Developer has completed quality <br />work in the past and the product will be similar to the single family homes constructed in previous Woodlands <br />additions. Furthermore, the Final Plat is consistent with the approved Preliminary Plat and thus, Staff does not <br />support this alternative. <br />Funding Source: <br />All costs associated with processing the Application are the responsibility of the Applicant. At this time, there is no <br />request for public assistance. <br />
