Councilmember Shryock stated that perhaps the size of the group is specified, noting that there <br />would most likely be less issues with two people having a glass of wine with their picnic <br />compared to a large gathering of people which could then be regulated with permits. <br />Councilmember Riley noted that the size of the group would be regulated by the requirement to <br />obtain a permit. He noted that selective enforcement or not, behavior would be the triggering <br />event and therefore he would support something focused on the behaviors. <br />Parks and Assistant Public Works Superintendent Riverblood stated that some of the items that <br />trigger the requirement for a permit include live music, threshold of people such as 20 or 30, and <br />hours beyond the typical park use. He stated that there is also a prohibition of glass bottles. He <br />asked if the Council would be in favor of updating the ordinance. He noted that a statement <br />could be put in to state that a permit would be required for a gathering of 6 or more persons, <br />noting that the trigger number could be made higher. <br />Mayor Strommen confirmed the consensus of the Council to direct staff to draft a potential <br />update to the ordinance, with a focus on the behaviors that could be a problem. <br />2.02: Update/Review 2015 Hunting Season <br />Police Chief Katers reviewed the staff report. <br />Councilmember Kuzma expressed concern with hunting in certain areas noting the proximity to <br />the Mississippi River Trail. He noted that people are constantly using that trail and did not want <br />to see anyone get hurt. <br />Mayor Strommen stated that she heard a number of complaints the previous year as well. <br />Police Chief Katers that that the permit does require an elevated stand. He noted that there were <br />no injuries the previous year and stated that he can investigate that area. He believed the issue <br />the previous year was regarding duck hunting. <br />Councilmember Riley agreed that the issue was with duck hunting on the lake and accessing the <br />lake from the trail. He noted that people are not swimming in the lake and therefore the safe <br />distance rule would bring compliance. <br />Mayor Strommen stated that she also heard any positive comments about the ability to hunt. She <br />explained that this gives some residents that cannot get away for a weekend the opportunity, to <br />hunt near their home. <br />2.03: Pollinator Protection Opportunities <br />City Planner Anderson reviewed the staff report. <br />City Council Work Session / May 10, 2016 <br />Page 3 of 6 <br />
