7.02: Adopt Ordinance #16-03 Amending the Wetland Protection Overlay District to <br />Establish Wetland and Storm Water Pond Setbacks and Establish a Minimum Lot <br />Depth for Newly Created Residential Lots (Project No. 16-39) <br />City Planner Anderson reviewed the staff report and recommendation from the Environmental <br />Policy Board and Planning Commission to adopt Ordinance #16-03 establishing a wetland/storm <br />water pond setback of 16.5 feet and establishing a minimum lot depth standard for all newly <br />created residential lots. <br />Councilmember Kuzma stated that at the last Council meeting, as the representative to the Lower <br />Rum River Water Management Organization he believes that this is a good move for the City. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to waive the City <br />Charter requirement to read the ordinance aloud and adopt Ordinance #16-03 Amending <br />Subdivision VI (Wetland Protection Overlay District) and Article III Division 3 (Design <br />Standards and Required Improvements) of the Ramsey City Code. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Riley aye <br />Councilmember Shryock aye <br />Councilmember Williams aye <br />Councilmember LeTourneau absent <br />Councilmember Johns aye <br />Councilmember Kuzma aye <br />Mayor Strommen aye <br />Motion carried. <br />7.03: Aeon Purchase Agreement (Portions of Case May be Closed to the Public) <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />recommendation for the Council to review the Purchase Agreement from Aeon for the purchase <br />of City owned land. He noted that the EDA reviewed this case on May 5th and recommended <br />moving forward with the Purchase Agreement, subject to adding a construction deadline <br />provision. <br />James Lenhoff, Vice President of Housing Development at Aeon, reviewed the mission and <br />vision of Aeon noting that the company owns and manages each of the apartment buildings that <br />they develop. He stated that because they maintain ownership and maintenance they built a <br />quality product that will last for a long time and will be an asset not only for Aeon but for the <br />community it resides in. He stated that they are supportive of the architectural review process by <br />the City because they understand the importance of being a good neighbor and will fit the space <br />of the neighborhood and provided photographs of Aeon products found in the metro area. <br />City Council / May 10, 2016 <br />Page 6 of 10 <br />
