Public Hearing Mayor Strommen called the public hearing to order at 7:40 p.m. Citizen Input There was none. Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to close the public hearing. Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, Riley, and Williams. Voting No: None. The public hearing was closed at 7:40 p.m. Council Business Motion by Councilmember Kuzma, seconded by Councilmember Riley, to adopt Resolution #16-04-060 Ordering Plans and Specifications for Improvement Project #16-00, Division B; 2016 Mill and Overlay Improvements. Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Riley, Johns, LeTourneau, and Williams. Voting No: None. 7. COUNCIL BUSINESS 7.01: Consider Adopting Resolution #16-04-061 Approving Plans and Specifications and Authorizing Bids for Improvement Project #16-00, Division C; Andrie Street and 164th Lane Reconstruction City Engineer Westby reviewed the staff report and recommendation to adopt Resolution #16- 04-061 approving plans and specifications and authorizing advertisement for bids for Improvement Project #16-00, Division C; Andrie Street and 164th Lane Reconstruction. He noted that staff has a draft easement agreement that is being reviewed by the Homeowners Association (HOA) in regard to a trail that was mentioned and discussed at the last review by the Council. He stated that staff will be meeting Mr. Kingston, who represents the HOA, to walk the proposed trail path and agree upon an easement alignment. He hoped to have the easement agreement in hand when the project comes back before the Council in May. Councilmember Kuzma asked if an assessment would be done to determine if the appropriate level of benefit is being assessed to property owners. City Engineer Westby confirmed that a special benefit consultation report will be completed prior to and available for the assessment hearing on October 1 lth City Council / April 12, 2016 Page 7 of 13
